CITY OF GEM LAKE <br />RESOLUTION NO.2006-36 <br />02 OCTOBER 2006 <br />A RESOLUTION EMPOWERING THE MAYOR AND CITY CLERK TO <br />EXECUTE A JOINT POWERS AGREEMENT WITH WHITE BEAR <br />TOWNSHIP ON BEHALF OF THE CITY PROVIDING FOR <br />DEVELOPMENT OF A JOINT COMMUNITY MEETING HALL. <br />WHEREAS, the City Council of the City of Gem Lake did by means of Resolution No. 2005-25 establish a <br />committee to meet with a committee from White Bear Township to discuss the benefits and feasability of joint <br />development of a multi jurisdictional community meeting hall; and, <br />WHEREAS, the committee established by the City Council of the City of Gem Lake has fulfilled the original <br />challenge presented by the City Council and recommends the City proceed with the joint development of a community <br />multi -use building that will serve and benefit the residents of both White Bear Township and the City of Gem Lake; and, <br />WHEREAS, the City Attorney has expressed his opinion that the joint development and operation of a community <br />multi -use building by the two entities can be achieved; and <br />WHEREAS, the financial consultants and bond attorney for the City of Gem Lake have indicated that several <br />methods of financing such an endeavor including, but not limited to, capital improvement bonds, may be used for said <br />development; now, therefore, be it <br />RESOLVED, the City Council of the City of Gem Lake hereby empowers the Mayor and the Community Hall <br />Development Committee to develop on behalf of the City of Gem Lake a Joint Powers Agreement with White Bear <br />Township which provides for the development, ownership and ongoing operation of a community multi -use building <br />to be located on property currently owned by White Bear Township and located immediately adjacent the City of Gem <br />Lake to be executed by the Mayor and City Clerk; and, be it <br />FURTHER RESOLVED, that the City Council of the City of Gem Lake further empowers the Mayor and <br />Community Hall Development Committee to initiate Requests For Proposals for design and development of a community <br />multi -use building; and, be it <br />FURTHER RESOLVED, that the Community Hall Development Committee and the Gem Lake City Council will <br />work in concert with White Bear Township to coordinate development of the community multi -use building to coincide <br />with their needs during the relocation, renovation and redevelopment of the current White Bear Town Hall. <br />The foregoing Resolution was offered by Councilor Schilling and was supported by Councilor Watson and was <br />rianinrari ndnnlnd hncerl nnnn the fnllnwino vote: <br />NAME <br />EMEOTT <br />WATSON <br />RASMUSSEN <br />SCHILLING <br />BOSAK <br />VOTE <br />Aye <br />Aye <br />Aye <br />Aye <br />Aye <br />ATTEST <br />1, Frederic C.
