Project Overview White Bear Township and the City of Gem Lake have established a dual track program aimed at creating a new joint use City Hall facility and relocating the historic White Bear Town Hall. The projects are dependent upon the timely sequence of activities for each other inorder to complete both by the spring of 2008. This RFP for Architectural and engineering services is focused only on the City Hall portion of the work. The joint use City Hall (working title Heritage Hall) will contain about 3700 SF of new space on a single level with an option to include a partial or a full basement. The facility will be jointly used by both cities but it will primarily serve as a meeting hall and city offices for Gem Lake. White Bear Township will use the facility for voting, storage, and occasional meetings. In addition, while the old Town Hall is vacated for re -location and restoration, the joint use facility will be used more frequently by White Bear Township. Both projects have a unique connection with Minnesota's architectural heritage. Gem Lake is the location of several of noted Minnesota Architect Edwin Lunde's most successful projects. His influence lingers today throughout the Gem Lake's design sensibilities. The historic Town Hall and several other homes in the lake area were designed early in the career of Architect Cass Gilbert. His later career and projects evolved in a stark contrast of scale and notariety with projects such as the State Capital and the Woolworth Building in New York City. The new City Hall is intended to be architecturally derivative of Lunde's design vocabulary while responding to today's functional, code, and energy concerns. It is also to be a project that represents its own time and period so that it's own history can begin to be associated with the community. The City Hall project will be based on standard AIA contract services and will also require review of the program and schedule monitoring for overall schedule logic. joint Use City Hall Site The joint use faciltiy will be located at the intersection of Goose Lake Road and Otter Lake Road on a vacant 1.5 acre site (indicated as site 12 below). The property adjoins both the Township and the Ciity of Gem Lake. The cities are currently resolving the legal iissues in order to roceed with the joint effort.
