'-PUBLIC NOTICE NO. 2006-37C <br />13 November 2006 <br />An owner of real property to be assessed may appeal the assessment to the district court of Ramsey County pursuant <br />to Minnesota Statutes, Section 429.081 by serving notice of the appeal upon the Mayor or City Clerk of the City within <br />thirty (30) days after the adoption of the assessment and filing such notice with the district court within ten (10) days after <br />service upon the Mayor or City Clerk. <br />Under the provisions of Minnesota Statutes, Sections 435.193 to 435.195, the City may, at its discretion, defer the <br />payment of assessments for any homestead property owned by a person sixty-five (65) years of age or older or for a <br />disabled person for whom it would be a hardship to make the payments and who has a gross annual income of $26,900 <br />to $44,650 adjusted for family size. Complete details of deferment procedures are available from the undersigned. <br />The notice ofthis hearing published in the White Bear Press newspaper did not contain the amount to be specifically <br />assessed against your particular lot, piece, or parcel of land which is the amount shown on page 1. <br />You may at anytime prior to certification of the assessment to the county auditor, pay the entire assessment on such <br />property, with interest accrued to the date of payment, to the City Clerk. No interest shall be charged if the entire <br />assessment is paid within thirty (30) days from the adoption of this assessment. <br />You may, in any year, pay to the City Clerk the entire amount ofthe assessment remai ni ng unpaid, with interest <br />accrued to December 31 of the year in which such payment is made. Such payment must be made on or before November <br />15 or interest will be charged through December 31 of the succeeding year. if you decide not to prepay the entire <br />assessment within thirty (30) days of adopting the assessment, the rate of interest that will apply is five (5.00%) percent <br />simple interest per year over a period of ten (10) years. <br />The right to partially prepay the assessment is available and described as follows: <br />During the 30-day period following the adoption by the city council of the assessment roll in a local <br />improvement proceeding conducted under Minnesota Statutes, Chapter 429, but prior to the certification of the <br />assessment to Ramsey County, the owner of property specially assessed in the proceeding may pay to the City of Gem <br />Lake City Clerk, without interest, any portion of the special assessment not less than one -hundred ($100) dollars.
