November 15, 2006 <br />To: the member communities of the <br />Vadnais Lake Area Water Management Organization <br />(VLAWMO) <br />From: Stephanie McNamara, Administrator <br />Re: the FINAL Joint Powers Agreement for your consideration, <br />approval and signature <br />The attached Joint Powers Agreement (JPA) represents what is understood to be the <br />consensus and direction of the last Work session of the Joint Powers task force. A 2-page <br />summary of the JPA is also attached, highlighting changes from the last version is <br />provide by North Oaks Mayor, Tom Watson. <br />Process <br />1. This copy of the JPA has been the VLAWMO legal counsel, Roger Jensen to <br />review of compliance with State Statute and Rules. His response has been <br />requested within a week and will be forwarded to you as soon as it is received. If <br />he recommends changes, new copies of the JPA will accompany Mr. Jensen's <br />comments. <br />2. Two copies of the JPA are enclosed for you to consider. If any changes are <br />critical, please forward them within a week. We are asking that the Joint Powers <br />be authorized by all Members, conditioned upon legal review as needed. A <br />sample Resolution of Approval for the VLAWMO JPA is also attached. Please <br />return one signed copy of the JPA along with a Resolution of Approval <br />immediately after your Council or Board considers it. VLAWMO MUST <br />HAVE A FULLY EXECUTED JOINT POWERS AGREEMENT IF IT IS <br />TO CONTINUE PAST DECEMBER 31, 2006. <br />3. As soon as all six authorizations with signed JPA documents are received, seven <br />original Joint Powers Agreements will be circulated to acquire all signatures on <br />the same last page. When complete, your copy will be returned to you. <br />Thank you for all of your hard work and patience. VLAWMO looks forward to 2007 and <br />the opportunity to continue working with all of its Member communities. <br />
