PLANNING COMMISSION. The Minutes of the Planning Commission meeting were sent in advance. <br />2. POLICE. The Contract Cities Sheriff's Group met Thursday, 16 Nov 2006. Mounds View has asked for support of <br />a legislative initiative for Administrative Fine Ordinances. I indicated our support for same as did most of the Cities. <br />I also indicated we should develop a cohesive Administrative Fines Ordinance for all to adopt. Mounds View has <br />an excellent ordinance that could serve as the model. Others generally concurred. Discussion of performance <br />evaluation followed. We meet in December with Sheriff Fletcher and any comments you wish delivered should be <br />with me prior to 21 December 2006. <br />f flow capacity in the City. SEH is finalizing and will be <br />3. MET COUNCIL. We now have excellent estimates o <br />delivering a revised sewer map shortly. <br />4. LEGAL. <br />5. PUBLIC RELATIONS. Barry Zevan got excellent results on his last release. We were the second item on the <br />WCCO 6:OOPM report the day of Barry's release. I meet with Cathy Carey for the first issue of Town Life on <br />Wednesday morning. She has some ideas and simply needs information. <br />6. CITY HALL. The Community Hall Development Committee has met, reviewed RFP's for the City Hall and will <br />make a recommendation at tonight's meeting. <br />7. JOB DESCRIPTION. <br />8. PUBLIC WORKS. All assessments for the road work for Public Improvement 2006-01 have been prepared and a <br />preliminary report has been sent to Ramsey County. Three applications for deferment have been received from <br />George Jungman, Al Schriber and Ken Jungman. As they all meet the criteria, they should be approved. Several <br />assessments have already been paid and accounts at Premier Bank have been established to receive funds. <br />9. WATER PLAN. Mr. Norton recommends we make a decision on the plan tonight. While the White Bear Lake plan <br />will most likely be triggered by the RB redevelopment, we could add an emergency codicil to the plan which calls <br />for water from Vadnais Heights to Hartford with those connections eventually becoming emergency connections. <br />10. FINANCE. We are trying to schedule a finance meeting next week to discuss alternatives to emergency debt <br />financing that could provide substantially longer repayment schedules and, thus, ease the tax burden on the <br />residents. <br />11. SEWER. The Sewer contractor has been delayed by a shortage of meters in White Bear Lake. We have extended <br />the deadline for completion to accommodate the problem. <br />12. ELECTIONS. Canvass results have been approved and minutes of same will be available for approval tonight. <br />13. Treasurer's Report attached. 36 calls regarding tax statements received and responded to. Final decision due on 20 <br />December 2006 will be preceded by a recommendation from legal and financial consultants. <br />14.
