City of Gem Lake City Council Meeting Minutes June 16, 2026 2 <br />The mayor stated that the 2050 Comprehensive Plan is an enormous project with a large budget <br />and the city can’t afford overages. Justin Gese replied that the cost is firm, however, the only <br />variable will be the back forth communication with Metropolitan Council. <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Johnson to <br />approve the Resolution 2026-014; Resolution awarding the 2050 Comprehensive Plan to SEH, Inc. <br />Motion carried 5-0. <br />VIII. NEW BUSINESS <br />A. Resolution 2026-15; Resolution Awarding the Contract for Television Sewer Lines to <br />American Environmental, LLC <br />Mayor Artig-Swomley stated the last time this work was performed was eight years ago and <br />technically it should be completed every three to four years. <br />Justin Gese, City Engineer, stated SEH, Inc. reached out to three contractors for bids and received <br />bids from two of them with American Environmental, LLC as being recommended for approval. <br />Mr. Gese stated this will assist in discovering if water is getting into the service lines, which leads <br />to the increased rates from Metropolitan Council. Once the project is complete, the city will <br />receive a video and report. <br />Mayor Artig-Swomley recommended completing this maintenance every four years for <br />consistency. <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Johnson to <br />approve Resolution 2026-15; Resolution awarding the contract for cleaning and television sewer <br />lines to American Environmental, LLC. Motion carried 5-0. <br />B. Ordinance 2026-01; An Ordinance Amending Chapter 129 – Municipal Water; Section 10 – <br />Maintenance of Service Pipe <br />Mayor Artig-Swomley stated this is a minor change to the ordinance and there will be additional <br />changes coming with the upcoming water project. <br />Mr. Gese stated this amendment clarifies that that the property owner is responsible for <br />maintaining the service line from the street to the home. <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Cacioppo to <br />approve the Consent Agenda. Motion carried 5-0. <br />C. Resolution 2026-16; Resolution Approving SEH, Inc. to Conduct a MCES Connection Analysis <br />Mayor Artig-Swomley referred this to the City Engineer. <br /> <br />Mr. Gese stated the Finance Director received an email from Metropolitan Council regarding an <br />increase in the sanitary sewer discharge rates. This procedure will verify the flow rates and obtain <br />some substantial information for the increase in flow. <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Cacioppo to <br />approve Resolution 2026-16; approving SEH, Inc. to conduct a MCES Connection Analysis. Motion <br />carried 5-0. <br />IX. COMMUNITY OUTREACH TO OTHER CITIES AND GOVERNMENTAL BODIES <br />Mayor Artig-Swomley stated the water agreement with Vadnais Height’s has been reviewed by <br />our City Attorney and City Engineer. It was sent back to Vadnais Height’s with the recommended <br />amendments.
