MINUTES OF MEETING OF CITY COUNCIL <br />OF CITY OF GEM LAKE <br />April, 199E <br />The April meeting of the City Council of the City of Gem Lake was called to order on Monday, 15 <br />April I996, at 7:05 p.m, in the first floor meeting room of Tousley Ford. Mayor Emeott, Council Members <br />Igo, Kunin, Nielsen and Birkebak, Treasurer Nordstrom, and Clerk Magnuson were present. <br />Following Mayor Emeott's request for additions, deletions, or corrections of minutes distributed to <br />the Council and questions thereto, the minutes of the 25 March 1996 City Council Meeting were, upon <br />motion duly made (Kunin) and seconded (Birkebak), unanimously approved as presented. <br />Following Mayor Emeott's request for additions, deletions, or corrections to the Agenda as distrib- <br />uted to the Council, the Agenda for 15 April 1996 was, upon motion duly made (Nielsen) and seconded <br />(Kunin) unanimously approved as presented. <br />Discussion of the continuing development of the Comprehensive Municipal Plan followed. Mayor <br />Emeott distributed copies of redefinitions submitted to the Planning Commission regarding areas of the City <br />and how they should be addressed in thePlanas opposed to the Zoning Ordinance. A copy of the Planning <br />Commission minutes in the form of a letter from Mr. Magnuson to Mayor Emeott is attached hereto as <br />Exhibit "A". <br />Mr. Magnuson then reported on progress regarding the Boyer prosecution matter, stating that the <br />ball has remained in Mr. Boyer's camp and that he has been unresponsive. A meeting with Attorney Meslow <br />should clarify the issue prior to the next Council meeting. <br />Mr. Magnuson then presented the Timberline Homes Variance and recommended approval. Follow- <br />ing discussion and upon motion duly made (Igo) and seconded (Birkebak), the Variance was unanimously <br />granted. A copy of the variance shall be retained in the Clerk's files.. <br />A copy of the 1st Quarter Recycling Report was distributed, a copy of which is attached hereto as. <br />Exhibit"B". Discussion then followed with no action taken. <br />Mr: Birkebak then presented the Minutes of the Contract Law Enforcement Group for 21 March 1996 <br />and discussed several issues germane to the minutes. A copy of the minutes is retained in the Contract Law <br />Enforcement Book on file with Council Member. Birkebak and the City Clerk. The Council directed the Clerk. <br />to request additional speed controls on Scheuneman Road and monitoring of the stop signs on Otter Lake <br />Road. <br />Discussion then followed regarding the problem with the deer population. The Clerk indicated the <br />DNR will work with the City in establishing appropriate herd counts and removal of some portion of the <br />current herd. The project will be assigned and a completion date will be established, <br />The Noise Abatement report prepared by Assistant Clerk Ward was then presented and is attached <br />hereto as Exhibit "C". Implementation of the process will commence in May and positive results will <br />hopefully be achieved in June. In support of the effort and upon motion duly made (Igo) and seconded. <br />(Nielsen), Resolutions No, 96-10 and No. 96-11, copies of which is attached hereto as Exhibits "D" and <br />"E" were unanimously adopted. <br />
