CITY OF GEM LAKE <br />MINUTES OF CITY COUNCIL MEETING <br />SEPTEMBER, 2004 <br />The September, 2004 regular meeting of the City Council of the City .of Gem Lake wascalled toorder by Mayor. <br />Emeott on Monday, 20 September 2004, at 7:03 PM in the first floor meeting room of Tousley. Ford. Mayor Emeott, <br />Councilors lgo, Birkebak, Bosak and Watson, Clerk Magnuson, and Special Counsel Ben Johnson were present. Also <br />present were Richard Yadeau, Andre Yadeau, Mary Yadeau and Gretchen Swomley. <br />Following Mayor Emeott's request for additions, deletions, or corrections, the following actions were taken: 1) <br />unanimous approval of the. Minutes for the 16 August 2044 City Council meetingas presented .on Motion by .Bosak, <br />Second by Watson; 2) unanimous approval of the: Minutes for the 07 September 2004 Specia] City Council meeting as <br />presented on Motion by Watson,. Second by Birkebak;; 3) unanimous approval .of the City Council Meeting Agenda as. <br />amended: for 20 September 2004 on Motion by Birkebak, Second by Bosak. <br />Magnusonthen presented General Announcements. <br />Magnuson thenreported on concerns expressed by Ramsey County fire chiefs regarding the absence of adequate <br />communal channels on the 800 Mhz system and Mr. Kirkwold's non -response to their comments. Also, discussion of <br />costs continueto be an issue as to what the impact will be on contract cities budgets. Finally, a recent dramatic spike. <br />insurance costs for Ramsey County sheriffs continue to be a concern. <br />Magnuson also reported on communications frombusiness residents Barnett Chrysler and Tousley Ford regarding <br />two accidents at County Road E and Highway 61 in oneday in mid -August. Both business residents support. <br />reconstruction efforts for safety reasons. <br />Magnuson then reported on conversations with Bill Short of White Bear Township regarding a Joint Polling Place. <br />and Town Hall as well as water_ Mayor EMeott also noted hehas had conversations with Mark Burch of White Bear <br />Lake regarding city water and White Bear Lake's interest in supplying same. <br />Magnuson reported an the. State.. Primary Election noting only 15 voters (including 3 judges) participated in the <br />processrepresenting only 5.6% of the City's registered voters. Magnuson also noted that the Polling Place graciously <br />provided by Tousley Fordworked well and was fully staffed as required by Ramsey County Elections and the Secretary <br />of State. <br />Magnuson then reported on City electioncandidate filings. Paul R. Emeott has applied for election for the office <br />of Mayor as incumbent. and Thomas F. Rasmussen and Hugh K. Schilling havefiled for the. City Council seats to be <br />vacated by Igo and Birkebak: <br />Motion by. Igo, Second by Watson to approve inclusion of the NPDES fees of $501acre disturbed. and $250.00.. <br />minimum in the 2004 fee schedule. <br />Motion by Igo, Second by Watson to adopt Resolution No. 2004-18 empowering the City Clerk to apply for a <br />Ramsey County "Score Grant" was unanimously approved. <br />Motion byIgo, Second by Birkebakto adopt Resolution .No. 2004-19 approving issuance of an Interim Use Permit <br />for operation of an open storage lot to LaundervilIe. Towing with conditions as recommended by the. Planning. <br />Commission was unanimously approved. <br />Motion by Igo, Second by Bosak to empower the City Clerk to advise the Ramsey County Division of Emergency <br />Management of Gem Lake's desire to join with Ramsey County in preparing and maintaining a Disaster Mitigation Plan <br />was unanimously approved. <br />Mr. Johnson was then recognized and spoke on process for issuance of bonds to follow. He recommended use of <br />a financial advisor to insure. Gem Lake's best result and indicated more resolution would be forthcoming as part o#the <br />process. Motion by Bosak, Second. by Watson to adopt Resolution No. 2004-21 providing for the issuanceand sale of <br />General Obligation Improvement Bonds for Public Improvement Project No_ 2004-01 and empowering the City Clerk <br />to contract witha financial advisor of his choosing to assist in the processwas unanimously approved. <br />Motion by Igo, Second by Bosakto adopt Resolution. No. 2004-22 empowering the Mayor and City Clerk to enter <br />into: a Joint Powers Agreement with Ramsey County and the City of Vadnais Heights to provide cost sharing of design <br />services to be provided by SEH, Inc. For the reconstruction attic intersection at County Road E and Highway 61 was <br />
