MINUTES ❑F MEETING OF CITY COUNCIL <br />OF CITY OF GEM LAKE <br />The April meeting of the City Council of the City of Gem Lake was. <br />called to order on Monday 1.8 April 1994, at 7:08 p.m. in the first <br />floor meeting room of Tousley Ford, Mayor Emeott, Councilmembers. Niel <br />sen, Igo., and McPhillips, Clerk Magnuson, Bui1dng Inspector Arend, and <br />Treasurer Nordstrom were present. Also present were Gem Lake residents <br />Ron and P.am Docken. <br />The minutes of the 28 March 1994 Public Hearing and City Council <br />Meeting were, upon motion duly made and seconded, unanimously approved. <br />with amendments. <br />Mayor Emeott then indicated that there has been no meeting of the <br />Gem Lake Planning ;Commission.. <br />Mr. & Mrs. Docken were then recognized. They requested a variance <br />from the Zoning Ordinance regarding required set -backs so that they may <br />construct an attached garage. Building Inspector Arend stated that their <br />set -back is currently inadequate due to the abandoned roadway to the. <br />east and south of their property. Discussion of the abandoned roadway <br />then followed. with Mayor Emeott stating that the lands have been.aban- <br />doned by both the City and Ramsey County and that previous attempts to <br />get adjacent property owners to claim the land had been ineffective. <br />Mayor Emeott suggested, with Council support, that a neighborhood meet- <br />ing be held and that all adjacent land owners survey the abandoned land <br />and lay appropriate claim to same asextensions of their property. By <br />doing this, the Docken variance request would be unnecessary. Following <br />further discussion and in accordance with the recommendation of the. <br />Planning Commission's acting chair, Judson Bemis, the Docken's Request <br />For Variance was denied due to lack of motion. <br />The Recycling Reports for February, 1994 and March, 1934 Were pre- <br />sented and are attached as Exhibits "A" and "B".•Discussion of delivery <br />of recycling bulletins ensued as several. residents stated they have not <br />received same. It was: decided tbi reprint and redeliver notices. <br />Mr: Magnuson then presented the proposed 1994 budget from Ramsey <br />County for 1995 Law Enforcement. After review and upon motion duly made <br />(McPhillips) and seconded (Nielsen)`, the budget was approved and the <br />Clerk notified to advise Ramsey County. <br />The Clerk then noted that a business roster and letter were being <br />prepared for implementation of the Fire Inspection Program. The list <br />will be forwarded to Tim Vadnais and letters forwarded to Gem Lake <br />business residents. <br />The Clerk then reported that a meeting to review Goose: Lake Road. <br />and Otter Lake Road signs with Dan Solar, Ramsey County Engineer, for <br />improvements and additions resulted in additional signs being installed <br />along Goose Lake Road. <br />1 <br />
