CITY OF GEM LAKE <br />MINUTES OF CITY COUNCIL MEETING <br />15 MAY 2006 <br />The May, 2006 regular meeting of the City Council of the City of Gem Lake was calledto order by Acting Mayor <br />Schilling on Monday, 15 May 2006. at 7:01 PM in the first floor meeting room ofTousley Ford.. Acting Mayor Schilling, <br />CouncilorsBosak. Rasmussen and Watson and Clerk Magnuson were. present. Also present were Jim Lindner of the <br />Planning Coinmission, Mr. & Mrs. Swomley, and Mr, McNulty. <br />Following Mr. Schilling's request for additions, deletions, or corrections, the following actions were. taken: 1) <br />unanimousapproval ofthe 19 April 2006 Minutes ofthe CityCouncil meeting as presented on Motion by Bosak, Second <br />by Rasmussen: 2) acceptance of the written record of the General Information Meeting for Public Improvement Project <br />No. 2006-03 held on 24 April 2006; 3) unanimous approval of the 15 May 2006 Agenda of the City Council meeting <br />as amended on Motion by Watson, Second by Rasmussen. <br />The Clerk then presented General Announcements. <br />The report ofthe Planning Commission was acknowledged and accepted as rece.ivcd•in theform of a. letter from the <br />Chairman to Mayor•Eineott; said report having been distributed electronically to: the •Council in advance. <br />. Staff reports were presented by the Clerk and included comments as follows: <br />t.) The application for a variance: submitted by Mr. Macalus remains incomplete and it.is noted for the record <br />that Mr. Macalus failed to appear before the Planning Commission. and. present supplemental data as requested <br />Notice to.Mr. Macalus will be sent again, <br />2) The pending application by Flanagan Properties of 1567 East County Road E and Enterprise. Car Rental has <br />been delayed due to unexpected terms included in the lease by Enterprise. The matter may still come before <br />the Planning Commission and City. Council in April. <br />3) An application for a Variance has been received from Mike Strommer to allow construction of.a detached <br />24' x 24' garage on his property within 6' (a.9' variance from set -back) of his property line with Vomacka. The <br />matter has beenset for a public hearing on 05 June 2006 before the Planning Commission. <br />4) An application for a Special Use Permit to allow construction of a single family residence at 1400 Goose <br />Lake Road by Bruce and Lorry Shirley which will includea facade in excess of the 35' allowed by the existing <br />city zoning ordinance. With the permission ofthe owner and his architect, the matter is beinghandled consistent <br />with both the current rules regarding height and the proposed rules regarding height to assist in debugging the. <br />procedures. Completionof the preliminary plan review by the Plan Review Commission was completed in 6 <br />days, well within the original guidelines set for the procedure. <br />5) Completion of the proposed changes to Ordinance No. 43 is nowat hand and will be incorporated into the <br />document for a final reading before the Planning Commission at a public hearing scheduled for 05 June 2006. <br />Notwithstanding incorporation of comments received at the public hearing, the matter is expected to be sent. <br />to the City Councilfor approval in June. <br />6) Public Iinprovetnent Project No 2006-0]. is nearing the 'bid .stage and it is anticipated that work will <br />cormence in .the first 2 weeks..of.July and be complete by the:end of August. Currently it is anticipated that <br />the City Council will be asked to approve•plans, details and specifications. at the June•meeting followed by. <br />acceptance of the low bid and order For the work' to begin. <br />7) Steady progress continues with the Public Improvement :Project No. 2006-02, the City Water Plan: As this <br />plan reinains in progress with a completion date currently unknown, it will. most likely be benefcial.ta delay <br />iristallation ofcity water andother infrastructure.in accordance with Public Improvement Project No. 200.E-03 <br />until all details have been concluded with PIP2006702. White Bear Lake has called and offered whatever <br />assistance might be needed relative the projects :and other municipal matters. <br />.8.) Public Improvement Project No. 2006-04 has been stalled due:to sta ffand volunteer time.
