CITY OF GEM LAKE 4707 Hwy 61 #253 White Bear Lake, MN 55110-3227 2a d Minutes of Gem Lake City Council Meeting 15 April 2008 The regular meeting of the City Council of the City of Gem Lake was called to order by Mayor Emcott on Tuesday, April 15, 2008 at 7:02 pm in Heritage Hall meeting room. Mayor Emeott, Councilors Artig-Swomlcy, Rasmussen and. Shilling were present. Also present was City Attorney Pat Kelly. Other membersofthe public were in attendance per the sign in sheetsent around the room. APPROVAL OF AGENDA AND MEETING MINUTES Minutes of City Council meeting of March 2008: Minutes from the March 2008 City Council meeting were reviewed by Council members. Correction of spelling of "Schilling" to be madc on first page: Cinder New Business E),:a deposit will not be required for Nonprofit/governmental agencies that service the City of Gem Lake and. White Bear Township. Adjust days for weeklyrates ofmeeting room to. Monday —Thursday (not Friday). in same section. Motion by Schilling, Second by Rasmussen to: approve the March 2008 City Council meeting minutes with corrections was unanimously approved by voice vote, City Council Agenda for this meeting: Mayor Emeott called: for additions, deletions and corrections to the agenda. Changes were made to the agenda as follows: First, under New Business, addition of C) Hillary Farms Homeowners Association and second, under New Business, .addition ot'.D) Permitting of Parking Lots, Motion by Rasmussen, Second by Artig-Swomley to approve agenda with the above additions was unanimously approved by voice vote. PUBLIC NOTICES None PRESENTATIONS FROM THE FLOOR None OLD BUSINESS. A) City MS4 report for 2006.(Watson): No report. fl) Cost and policy for use of Heritage Hallmeeting rooms: Reviewed and discussed a new written policy and costs as agreed upon by councilmembers at the March City Council meeting, This policy. is Subject to review and amendment as needed. Motion byArlig-Swomley, Second by Schilling to approve the: cost :and policy for use: of the Heritage Hall was unanimously approved by voice vote. C) City Newsletter (Artig-Swomley): Councilor Artig-Swomley presented topics for the next Gem Lake Newsletter. Topics that could be include arc interview with former Mayor, Mr. Terry, the Comprehensive Plan, Form Based Zoning, Elie Bemis House, etc. COMMITTEE REPORTS Planning Conunission revised April. meeting report (Jim Lindner): Jim Lindner reported that work continues. on a draft Comprehensive Plan, The May 12th City Council Workshop will be a review of the draft. Motion by Watson, Second by Artig- Swomlcy to approve the. March Meeting reports was unanimously approved by voice vote. NEW BUSINESS A) Approval of payment of claims for Mareh-April 2008:. Mayor Emeott referred the Council to the listing of payinents requiring approval. Six reclaimed file cabinets have:been puiehascd Thank you to White Bear Township for delivering them. Plowing charges are included in die payment of:claitns. Payment of claims for time period above was unanimously approved as indicated by Councilor's signatures on this document.
