CITY OF GEM LAKE, MN 4200 Otter Lake Road Gem Lake, MN 55110-3227 Telephone 651-747-2790 E-mail Citv(a,gemlakeMN.org Minutes of Gem Lake City Council Meeting 21 June 2011 The regular meeting of the City Council of the City of Gem Lake was called to order by Mayor Uzpen on Tuesday, June 21, 2011.at 7:00 pm in the Gem Lake City Hall meeting room. The following members were present: Mayor Robert Uzpen, Councilmembers James. Lindner, Gretchen Artig-Swomley, Richard Bosak and Thomas Rasmussen. Members of the public attending per the sign iri sheet sent around the room. APPROVAL OF AGENDA AND MEETING MINUTES. City Council Agenda: Mayor Uzpen called for additions, deletions and corrections to the agenda. Upon motion by Councilmember Rasmussen, and seconded by Councilmember Artig-Swomley, the agenda was approved for June 21, 2011. Ayes-5, Nays-0. City Council May Meeting Minutes: The May 2011 minutes were presented and corrections were needed. Upon motion by Councilmember Artig-Swornley, and seconded by Councilmember Bosak, the minutes of May 2011 were accepted with corrections being made. Ayes — 5, Nays — 0. Planning Commission Chair Report: Chairperson Faith Kuny, 9 Daniels Farm Road, spoke in front of the City Council to update them on current issues. Mr. Brian Hansen called Faith June 16, 2011 regarding a new bill signed by the governor. Property owners can once again initiate annexation proceedings meaning you only need one party to agree to the annexation. Mr. Hansen feels that if the city brought anything against him for the use of agriculture practices on his land, he would view that as unreasonable to the development of his land and would petition for annexation. Mayor Uzpen stated that The Hansen's have never brought a development plan to the City for approval. The City has gone through the annexation before with Mr. Hansen and at this time, the City has the Gateway District Ordinance in place. The City has taken great strides since 2006 to help developers if they desire to develop in Gem Lake. Councilmember Artig-Swomley stated that the City makes rules and all landowners need to follow these rules.
