City of Gem Lake City Council meeting minutes May 19, 2020 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – May 19, 2020 <br />Meeting Minutes <br /> <br />Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Cacioppo, Kuny and <br />Lindner were present. Note: meeting was held via a telephone conference call due to the COVID-19 virus <br />and the Declaration of Emergency from President Trump and Governor Walz. Also present: City Attorney <br />Patrick Kelly and Justin Gese, City Engineer. <br /> <br />May 19, 2020, Agenda <br />A motion was made by Councilmember Cacioppo, seconded by Councilmember Lindner to approve the <br />agenda. Voice vote taken, all voted yes, motion passes. Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />April 21, 2020, City Council minutes. Voice vote taken, all voted yes, motion passes, minutes approved. <br /> <br />Committee Reports – Planning Commission <br />No report. <br /> <br />Old Business <br />Briefed discussed passing of current Mayor Uzpen, and process of appointing an acting Mayor and <br />replacement Mayor. Will revisit in June with a resolution, Councilmember Artig-Swomley stated that <br />she felt that Mayor Uzpen had been preparing her for the role of acting Mayor for a number of years. <br />Newsletter- Councilmember Artig-Swomley completed, ready for one more review. June newsletter – <br />article on right-of-ways, ownership and easement. <br /> <br />New Business <br /> <br />Resolution 2020-007 – Court Services Amendment Agreement <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve <br />Resolution 2020-007, Court Service Amendment Agreement. Voice vote taken, all voted yes, motion <br />passes. Resolution approved. <br /> <br />Gem Lake Scholarship Discussion <br />Council briefly discussed the three applications for the Gem Lake Scholarship for Secondary Education. <br />Because the source of charitable gambling revenues (Country Lounge) is currently closed due to COVID- <br />19, the council decided that whatever is available in the charitable gambling funds on September 1, <br />2020, will be split three ways for the three candidates, Corey Doran, Tyler Tangwall and Griffin Varley. A <br />motion was made Councilmember Lindner, seconded by Councilmember Cacioppo, to vote on <br />acceptance of scholarship funds for Corey Doran, voice vote taken, all voted yes, scholarship approved <br />for Corey Doran. A motion was made Councilmember Lindner, seconded by Councilmember Cacioppo, <br />to vote on acceptance of scholarship funds for Tyler Tangwall, voice vote taken, all voted yes, <br />scholarship approved for Tyler Tangwall. A motion was made Councilmember Lindner, seconded by <br />Councilmember Cacioppo, to vote on acceptance of scholarship funds for Griffin Varley, voice vote
