<br />Meeting Minutes

<br />Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Amlee, Cacioppo,
<br />and Lindner were present. Councilmember Kuny was absent (excused). Also present: Justin Gese, City
<br />Engineer, City Attorney Patrick Kelly, City Finance Director Tom Kelly and Emily Jennings, S.E.H., Ben Johnson,
<br />Planning Commission Chair, Don Cummings, Planning Commission member, Rick Bosak and Paul Emeott,
<br />citizens, Nate Sparks, NAC Planning.

<br />A motion was made by Councilmember Lindner, seconded by Councilmember Amlee to approve the
<br />agenda. Voice vote taken, all voted yes, motion passes. Agenda approved.

<br />Minutes
<br />A motion was made by Councilmember Lindner, seconded by Councilmember Amlee to approve the
<br />August 18, 2020, City Council minutes. Voice vote taken, all voted yes, motion passes, minutes
<br />approved.

<br />Committee Reports – Planning Commission
<br />No meeting.

<br />Old Business
<br />Newsletter ideas – Election, budget, audit, ballot, sign, MS4, scholarship. November newsletter will
<br />have an article about culverts.

<br />Public Hearing – Comp Plan & MS4
<br />
<br />Comp Plan – Nate Sparks, NAC Planning
<br />Mr. Sparks gave an overview of the comp plan process. The comp plan has had its preliminary review by
<br />the Met Council, two areas of changes were the land use map. The next step is to hold the public
<br />hearing. The public hearing was called at 7:15 p.m. Councilmember Lindner asked about gateway mixed
<br />use and the golf course zoning. Mayor Artig-Swomley noted that the city does not have any public land.
<br />Planning Commissioner Don Cummings asked about redevelopment change. The council agreed that
<br />public comments could be submitted to Mr. Sparks for one more week. The public hearing was called
<br />closed by Councilmember Lindner at 7:23 p.m. A motion was made by Councilmember Lindner,
<br />seconded by Councilmember Amlee to adopt Resolution 2020-0013 Comp Plan Acceptance and allow
<br />for additional submittal of comments until September 22, 2020, motion passes, Resolution 2020-0013
<br />approved.

<br />MS4 – Emily Jennings, S.E.H.
<br />Ms. Jennings provided an overview of the City of Gem Lake’s MPDES permit status, culverts and
<br />education, snow and ice management, and storm water. The public hearing was opened at 7:46 p.m.
<br />Rick Bosak, xxx Goose Lake Road, people don’t know who is responsible for the culverts, Paul Emeott,
<br />xxx Scheuneman Road, culverts on Scheuneman Road. Asked to have culvert education at the next
<br />meeting. The public hearing closed at 7:55 p.m.
