City of Gem Lake City Council meeting minutes December 15, 2020 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – December 15, 2020 <br />Meeting Minutes <br /> <br />Acting Mayor Artig-Swomley called the meeting to order at 7:02 p.m. Councilmembers Amlee, Cacioppo, <br />Kuny, and Lindner were present. Also present: Justin Gese, City Engineer, City Attorney Patrick Kelly, City <br />Finance Director Tom Kelly, Ben Johnson, Planning Commissioner Chair and a number of call-ins not <br />identified. <br /> <br />December 15, 2020, Agenda <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />agenda, Voice vote taken, all voted yes, motion passes. Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve the <br />November 17, 2020, City Council minutes. Voice vote taken, all voted yes, motion passes, minutes <br />approved. <br /> <br />Committee Reports – Planning Commission <br />Commissioner Johnson gave an overview of the Planning Commission meeting on December 1st, 2020. <br />The commission discussed accessory structure building heights, (Ordinance 131) looking at all zones of <br />the city setting the heights to 18 - 20 feet, still accommodating set-backs and/or setting the heights for <br />executive resident to 25 feet depending on set-backs, in no case would the accessory structure be <br />higher than the main residence, (ordinance 85) what is permitted and not permitted in Ordinance No. <br />85, oversight for the amount of square footage a business within a homeowners home is allowed, <br />commercial traffic or traffic in general, what residents are currently using their properties for in a <br />business setting, discussed what other municipalities surrounding Gem Lake allows, current ordinance is <br />well written but should explore other municipalities ordinances. <br /> <br />Old Business <br />Newsletter ideas –newly elected council, goals for 2021, audit items, passing of Richard Arcand, long <br />time Gem Lake resident, special election. <br /> <br />Public Hearing – None <br /> <br />New Business <br /> <br />Resolution 2020-0022 – Transfer of Funds, Tom Kelly, Finance Director <br />Mr. Kelly presented an overview of the transfer of funds for the 2021 budget. A motion was made by <br />Councilmember Lindner, seconded by Councilmember Amlee to support Resolution 2020-0022, transfer <br />of funds. A voice vote was taken, all voted yes, motion passes. <br /> <br />Resolution 2020-0017 – The Country Lounge Liquor License Renewal <br />A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to support <br />Resolution 2020-0017, renewal of The Country Lounge’s liquor license renewal for 2021.
