City of Gem Lake City Council meeting minutes July 16, 2019 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – July 16, 2019 <br />Meeting Minutes <br /> <br />Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Cacioppo, Kuny and <br />Lindner were present. Mayor Uzpen – absent, excused. Others in attendance: City Attorney Patrick Kelly, <br />City Engineer Justin Gese, Planning Commission Chair Ben Johnson, City Planner Tom Riedesel, <br />Residents/Others: Laurel Amlee, Don Cummings, Dan Marier, Smitty Jeffries, Jake Mager. Tim Nolan, Nate <br />Fair. <br /> <br />July 16, 2019, Agenda <br />A motion was made by Councilmember Cacioppo, seconded by Councilmember Kuny to approve the <br />agenda, motion passed. Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />June 18, 2019, City Council minutes. Motion passes, minutes approved. <br /> <br />Committee Reports – Planning Commission <br />Chair Ben Johnson gave an overview of the Planning Commission meeting on July 9. The commission <br />discussed the proposed golf cart ordinance and 3660 Scheuneman Road property plans. The <br />commission recommended a zoning change for 3660 Scheuneman Road, discussed whether a variance <br />was appropriate. Discussed a public hearing for the next Planning Commission meeting. <br /> <br />Newsletter <br />White Bear Meadery grand opening, HyVee, Luther Cadillac, Sidewalk, MS4 written by Jim Lindner, Tree <br />Trust, Len Cacioppo. <br /> <br />New Business <br /> <br />Ordinance #132 “Golf Cart Ordinance” <br />The council briefly discussed the golf cart ordinance, fees, other municipalities that allow golf carts on <br />the roads, only two municipalities in Ramsey County, White Bear Lake and White Bear Township allow <br />golf carts on the road for a handicap situation, North Oaks only in Rapp Farms for one resident, whether <br />or not the city should even allow golf carts on the roads period. Noted that there is a compliant that <br />needs to be resolved. <br /> <br />Walking Path on Outlot A – Signage <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />signage for the walking path on Outlot A in the Gem Lake Villas. Motion passes, signage approved. <br /> <br />Approval the Purchase of Replacement Water Meter for Gem Lake Villas <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo, to authorize <br />the City Engineer, Justin Gese, to purchase a replacement water meter for Gem Lake Villas. Motion <br />passes, replacement water meter approved for purchase. <br />
