City of Gem Lake City Council meeting minutes August 20, 2019 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – August 20, 2019 <br />Meeting Minutes <br /> <br />Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Cacioppo, Kuny and Lindner were <br />present. Others in attendance: City Attorney Patrick Kelly, City Engineer Justin Gese, Planning Commission <br />Chair Ben Johnson, Residents/Others: Emily Erdahl, S.E.H., Michelle Hoffman, CliftonLarsonAllen, Erik <br />Johnson, Dan Marier, and Karl Stuemke. <br /> <br />August 20, 2019, Agenda <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Linder to adjust <br />the agenda to change the minutes from June to July, 2019. Motion passed. Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the July 16, 2019, City Council minutes. Mayor Uzpen abstained, Motion passes, minutes approved. <br /> <br />Committee Reports – Planning Commission <br />Chair Ben Johnson gave an overview of the Planning Commission meeting on August 6. The commission <br />discussed the additional wording to ordinance 131, Section 9.6.5, a conditional use permit for 3660 <br />Scheuneman Road, golf cart ordinance and engineering of the proposed sidewalk on County Road E. <br /> <br />Newsletter <br />White Bear Meadery grand opening, HyVee, Luther Cadillac, Sidewalk, MS4 written by Jim Lindner, Tree <br />Trust, Len Cacioppo, Gem Lake Villas Sales report, Changes in Ordinance 131, Water Gremlin update, pet <br />etiquette, golf cart survey. <br /> <br />Public Hearing – MS4 – Emily Erdahl <br />Councilmember Artig-Swomley made a motion, seconded by Councilmember Linder to waive the <br />reading of the public hearing notice. Ms. Erdahl gave an over of the City of Gem Lake’s NPDES Phase II, <br />Storm Water Permit Program. Councilmember Lindner made a motion to open the Public Hearing at <br />7:25 p.m., seconded by Councilmember Artig-Swomley. Councilmember Artig-Swomley asked Ms. <br />Erdahl if she was aware that Gem Lake levels have increased substantially, Ms. Erdahl stated she was. <br />Councilmember Lindner asked a question about outfall. Councilmember Lindner made a motion to close <br />the public hearing at 7:27 p.m., seconded by Councilmember Artig-Swomley. Public hearing closed at <br />7:27 p.m. <br /> <br />New Business <br /> <br />City of Gem Lake 2018 Audit Report <br />Michelle Hoffman, CliftonLarsonAllen gave an overview of the 2018 Audit. Councilmember Artig- <br />Swomley made a motion to accept the audit, seconded by Councilmember Lindner. Motion passes. <br />2018 Audit Report accepted. <br /> <br /> <br />
