City of Gem Lake City Council meeting minutes November 19, 2019 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – November 19, 2019 <br />Meeting Minutes <br /> <br />Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Cacioppo, Kuny and <br />Lindner were present. Others in attendance: City Attorney Patrick Kelly, Sue Vento, Metropolitan Council <br />District 11 Representative. Residents: Don Cummings and Steve Varley. <br /> <br />November 19, 2019, Agenda <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Cacioppo to <br />approve the agenda. Voice vote taken, all voted yes, motion passes. Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the October 15, 2019, City Council minutes. Voice vote taken, all voted yes, Motion passes, minutes <br />approved. <br /> <br />Committee Reports – Planning Commission <br />Chair will present meeting results at December, 2019, City Council meeting. <br /> <br />Newsletter <br />Police and Fire Chief Updates, Resource Recovery Tipping Fee for 2020, Archery Hunt update, recycling <br />update, road salt symposium, Luther Cadillac, Gem Lake Villas. December issue – Outlot A (Gem Lake <br />Villas). <br /> <br />New Business <br /> <br />2020 Fee Schedule <br />Updates to fee schedule, golf cart permit fee added ($30.00 annually), roof permit changed to flat fee <br />instead of valuation ($125.00), change contractor license from annual to expiration one year after date <br />issued. <br /> <br />2019/2020 Snow Plowing Contract – T.A. Schifsky & Sons, Inc. <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Cacioppo to <br />approve the 2019/2020 Snow Plowing Contract with T.A. Schifsky & Sons, Inc. Voice vote taken, all <br />voted yet, Motion passes, contract approved. <br /> <br />Metropolitan Council Representative – Sue Vento, District 11 <br />Ms. Vento was appointed by Governor Tim Walz in March, 2019, updated the council on her past <br />volunteer and work experiences. She is excited to be involved in her new role with the Metropolitan <br />Council and looks forward to working with the City of Gem Lake. <br /> <br />Fast Before You Feast, November 28, 2019, Special Event Permission <br />Midwest Multisport Races, LLC. has requested the use of Otter Lake and Scheuneman Roads for a <br />run/walk race to take place the morning of Thursday, November 28th, 2019. A motion was made by <br />Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve the special event for
