<br />Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Cacioppo, Kuny (left
<br />at 8:30 p.m.) and Lindner were present. Others in attendance: City Attorney Patrick Kelly, City Fire Chief
<br />Peterson, City Police Chief Swanson, White Bear School Superintendent Dr. Wayne Kazmierczak and Assistant
<br />Superintendent Tim Wald White Bear Lake Finance Kerri Kindsvater. Residents: Don Cummings, Paul
<br />Emeott, George Jungmann, Dan Marier, Isaac Nelson, Joshua Patrick, Anthony Scornavacco and Steve Varley.

<br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Linder to approve
<br />the agenda. Voice vote taken, all voted yes, motion passes. Agenda approved.

<br />Minutes
<br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve
<br />the September 17, 2019, City Council minutes. Voice vote taken, all voted yes, Motion passes, minutes
<br />approved.

<br />Tim Wald, Assistant Superintendent, White Bear Schools, Dr. Wayne Kazmierczak, Superintendent –
<br />$326 million School Bond Referendum Presentation
<br />Mr. Wald and Dr. Kazmierczak presented information on the proposed bond levy.
<br />
<br />Ordinance 132 Golf Cart
<br />Council discussed proposed Ordinance 132 – Regulation of Golf Carts in City Streets in Gem Lake.
<br />Councilmember Lindner made a motion to approve Ordinance #132, removing section I and replacing it
<br />with possess a valid driver’s license, Section D., rewording to state “Motorized golf carts shall not be
<br />operated in inclement weather and where unsafe road conditions exist.” Councilmember Kuny
<br />seconded the motion, voice vote taken, all voted yes except Mayor Uzpen voted nay, motion passes,
<br />Ordinance 132 approved, pending fee status.

<br />White Bear Lake Updates – Police Chief Swanson, Fire Chief Peterson
<br />Chief Swanson updated the council on the police department’s community engagement focus, staffing,
<br />body cameras, mental health response calls, citizen’s academy and cross walk education focus. Chief
<br />Peterson discussed updates on restructuring of department, ambulance calls, training, fleet replacement
<br />schedule, budget and staffing.
