City of Gem Lake City Council meeting minutes April 17, 2018 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – April 17, 2018 <br />Meeting Minutes <br /> <br />Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Cacioppo, Kuny <br />and Lindner were present. Others in attendance: City Clerk Tori Leonhardt, City Engineer Justin Gese, <br />City Planner Tom Riedesel, Nathan Fair, Fritz Magnuson and Steve Varley. <br /> <br />April 17, 2018, Agenda <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the agenda for April 17, 2018, motion passed. Agenda approved. <br /> <br />Minutes <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />March 7, 2018, special city council minutes, motion passed. Minutes approved. A motion was made by <br />Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve the minutes for the <br />March 20, 2018, city council meeting, motion passed. Minutes approved. <br /> <br />Committee Reports <br />None. <br /> <br />Newsletter <br />May/June, published mid to late May, Villas, Scheuneman Road business district street project, comp <br />plan update, contributions, city clerk profile. <br /> <br />New Business <br /> <br />Resolution 2018-06 – A Resolution Supporting Local Decision Making Authority <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Linder to approve <br />Resolution 2018-06. Motion passes, Resolution approved. <br /> <br />Pehrson – septic issues/settlement update. Add to the agreement, work needs to be completed by <br />October 1, 2018, city can make arrangements to complete. Item tabled till May, 15, 2018, City Council <br />meeting. <br /> <br />Resolution 2018-08 – Willow Lane Elementary School – New Playground Equipment <br />A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve <br />Resolution 2018-08. Motion passes, Resolution approved. <br /> <br />Resolution 2018-09 – Assessment Approval for Scheuneman Road Project (business district) <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />Resolution 2018-09 with the additional of period of 15 years, (paragraph 2), interest rate not to exceed <br />7%. Motion passes, Resolution approved. <br /> <br />Resolution 2018-12 Resolution for Hearing on the Proposed Assessment – Scheuneman Road Project <br />A motion was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to hold an <br />assessment hearing for the Scheuneman Road project May 15, 2018. Project will be awarded on May <br />15, 2018, if no appeals. Motion passes, Resolution approved.
