City of Gem Lake City Council meeting minutes October 16, 2018 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – October 16, 2018 <br />Meeting Minutes <br /> <br />Acting Mayor Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Cacioppo, Kuny and <br />Lindner were present. Mayor Uzpen was absent (excused). Others in attendance: City Attorney Patrick <br />Kelly, City Engineer Justin Gese, Paul Emeott, Brad Naylor, Keegan Pott, Greg Rick, Steve Rowan and Charlie <br />Yang. <br /> <br />October 16, 2018, Agenda <br /> A special city council meeting was added to the agenda for approval for Tuesday, October 30, 2018. A <br />motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />agenda with additional of a special meeting on Tuesday, October 30, 2018, motion passed. Agenda <br />approved. <br /> <br />Minutes <br />A motion was made by Councilmember Cacioppo, seconded by Councilmember Kuny to approve the <br />September 18, 2018, city council minutes with Councilmember Lindner abstaining, Motion passes, <br />minutes approved. <br /> <br />Committee Reports <br />Planning Commissioner Chair Ben Johnson reported on the Planning Commission meeting on October 2, <br />2018, which reviewed an application for an accessory structure at 3 Hillary Farm Lane and 1430 Goose <br />Lake Road. 3 Hillary Farm Lane was continued due to a question about Ordinance 43G still governing <br />Hillary Farm and other questions. 1430 Goose Lake Road was recommended as approved and <br />forwarded to the City Council meeting. <br /> <br />Newsletter <br />Hy-Vee Update, Gem Lake Villas update, Thanksgiving day run update, Water parking regulations, <br />budget, speed limit, Rush Line update (Jim Lindner to author). <br /> <br />New Business <br /> <br />Resolution 2018-26 – Designating Poling Place for 2019 Election <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve <br />Resolution 2018-26. Motion passes, resolution approved. <br /> <br />Resolution 2018-30 Accessory Structure – 1430 Goose Lake Road <br />A motion was made by Councilmember Lindner, seconded by Councilmember Kuny to approve <br />Resolution 2018-30, Motion passes, resolution approved. <br /> <br />Tri Fitness Thanksgiving Day Run, Utilizing Otter Lake and Scheuneman Road – Special Event <br />A motion was made by Councilmember Lindner, seconded by Councilmember Cacioppo to approve the <br />Special Event – Tri Fitness Thanksgiving Day Run utilizing Otter Lake Road and Scheuneman Road. <br /> <br />Resolution 2018-29 Official Speed Limit on City Streets
