City of Gem Lake City Council Meeting minutes, August 15, 2017 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – August 15, 2017 <br />Meeting Minutes <br /> <br />Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Kuny and <br />Lindner were present. Others in attendance: Ben Johnson, Planning Commission Chair, Lenore Bolfing, <br />Anna Bosak, Len Cacioppo, Paul Emeott, Giorgi Gochitashvili, Cal Johnson, George Jungmann, Isaac <br />Nelson, Joshua Patrick, Richard and Roberta Pientka, Carol Schacht, Anthony Scornavacco. <br /> <br />August 15, 2017, Agenda <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve <br />the agenda for August 15, 2017, motion passed. Agenda approved. <br /> <br />Minutes <br />Councilmember Lindner made a motion, seconded by Councilmember Artig-Swomley to approve the <br />minutes for July 18, 2017, motion passed. Minutes approved. <br /> <br />Committee Reports <br />Ben Johnson, Planning Commission chair reported on the consolidated land use ordinance. <br /> <br />Old Business <br />Newsletter ideas –Profile on new planning commission member Len Cacioppo, Dan Marier retirement <br />from Planning Commission, Rick Bosak retirement from the City Council, data on recycling, buffers in city <br />zones and how they came to be, VLAWMO buffers, information soliciting volunteers for the planning <br />commission and city council, progress on the land use ordinance, history of the split rail fence, new <br />meeting guidelines and comp plan requirements. Next edition mid September. <br /> <br />New Business <br /> <br />White Bear Lake Food Shelf Overview – Anna Bosak <br />Ms. Bosak gave an overview on the White Bear Lake Food Shelf and thanked the City of Gem Lake for <br />their continued support. In 2016 the food shelf served over 3,500 individuals. 57% were children. An <br />average client seeks assistance from the food shelf five times a year. Anyone living in the White Bear <br />Lake area can use the food shelf. Currently they are accepting excess produce from the public. Staple <br />items are always welcome. <br /> <br />Resignation of Rick Bosak’s City Councilmember <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to accept <br />the resignation of Councilmember Bosak. The council and Mayor thanked Mr. Bosak for his 20 plus <br />years of service. <br /> <br />Resolution 2017-10 – Replot of 1581 East County Road E <br />1581 East County Road E and 1577 East County Road E are one in the same property. The property <br />owner wishes to move 26 feet from 1577 East County Road E to 1581 East County Road E to provide <br />access to each properties. A motion was made by Councilmember Lindner, seconded by <br />Councilmember Artig-Swomley to approve Resolution 2017-10, 1581 East County Road E with one <br />change to the Resolution, instead of 22 feet it should read 26 feet, motion passed. Resolution approved. <br />
