City of Gem Lake City Council meeting minutes, Tuesday, February 16, 2016 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – February 16, 2016 <br />Meeting Minutes <br /> <br />Mayor Uzpen called the meeting to order at 7:01 p.m. Councilmembers Artig-Swomley, Bosak, Kuny and <br />Lindner were present. Others in attendance: Beth and Steve Herzog. <br /> <br />February 16, 2016, Agenda <br />A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve the <br />Agenda for February 16, 2016, motion passed. Agenda approved. <br /> <br />Minutes <br />Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to approve the <br />minutes for the January 19, 2016, City Council meeting, motion passed. Minutes approved. <br /> <br />Committee Reports <br />None <br /> <br />Old Business <br />Newsletter ideas: Planning Commission opening, history of water project, winter parking, Sanibel Dance <br />Studio, Scholarship Fund, Blake Hoffman attending March 15, 2016, City Council meeting, Trash to <br />Treasure event, food shelf donation, stats on recycling, schedule for recycling. <br /> <br />New Business <br /> <br />Resolution 2016-02 – White Bear Lake Food Shelf Donation <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to approve <br />Resolution 2016-02 – Donation to White Bear Lake Food Shelf, motion passed. <br /> <br />Resolution 2016-03 Policy for application for development – Creating a new policy for processing <br />development/redevelopment applications <br />The City of Gem Lake will have a policy effective immediately that the application for <br />redevelopment/development shall not be considered complete until all government and non- <br />government agency/consultants have submitted their reports. The Planning Commission will not hold a <br />public hearing until all documents have been received. Councilmember Linder made a motion to accept <br />Resolution 2016-03, seconded by Councilmember Artig-Swomley, motion passed. <br /> <br />Resolution 2016-04 Adopting the New Voting System <br />A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to Adopt <br />the use of a new voting system. Motion passed. The $10,000 payment for the new system would be <br />spread over a five year period. <br /> <br />Trash to Treasure Day, April 30 <br />Councilmember Artig-Swomley made a motion, seconded by Councilmember Lindner to adopt a “Trash <br />to Treasure Day” within the City of Gem Lake on April 30th. Noted that residents retrieve unclaimed <br />“treasures” at the end of the day. Motion passed.
