MINUTES OF MEETING OF CITY COUNCIL OF CITY OF GEM LAKE February, 1995 The February meeting of the City Council of the City of Gem Lake was called to order on Monday, 27 February 1995, at 7:06 p.m. in the first floor meeting room of Tousley Ford. Mayor Emeott, Councilmembers Igo, Birkebak, Kunin and Nielsen, Clerk Magnuson, and Treasurer Nord- strom were present. The minutes of the 23 January 1995 City Council Meeting were, upon motion duly made (Igo) and seconded (Nielsen), unanimously approved as presented. Upon motion duly made and seconded, the January Agenda was then approved with the following amendment: Mayor Emeott stated that Senator Runbeck and Representative Broecker have requested that their presentation be moved to the March Agenda. The Clerk then presented the Legal Publication of the meeting change, a copy of which is attached hereto as Exhibit "A". The Clerk then noted that a meeting of the Planning Commission has been set for 20 March 1995 to address the matter of the subdivision of property owned by Ernest Bernier. Discussion of requirements for the proposed dwelling to be moved onto the lot then followed with no action taken. The January Report of the Recycling Committee, a copy of which is attached hereto as Exhibit "B", was then presented. The Clerk then presented a proposed City Roster for mailing to the residents. Mayor Emeott indicated he would have same printed and would hand deliver most to meet residents and discuss their concerns regarding city matters. The Clerk then reported that attorneys for the residents along the abandoned roadway north of Scheuneman/Otter Lake Roads is proceeding. Discussion then followed regarding fire inspections and how best to offset the expense. The Clerk suggested simple Annual Occupancy Permits as far easier to administrate than Business Licenses. The Council then charged the Clerk to develop an Ordinance for Occupancy Permits for implementation in 1995. The Clerk then noted that Children Playing signs have been ordered from Gopher Signs for installation on Big Fox Road and Little Fox Lane near their respective entrances. Discussion of funding Road Maintenance Improvements proposed by T.A. Schifsky then followed. The Clerk was asked to determine how fund- ing as assessments should be levied. The Clerk then reported that Short, Elliott & Hendrickson has appointed Mr. Len Newquist as primary engineer for the City. The Clerk then distributed a revised internal roster which includes Mr. Newquist as City Engineer. Completion of Sign Inspections should be done shortly after Mr. Gardners return. 1
