MINUTES OF MEETING OF CITY COUNCIL OF CITY OF GEM LAKE The November meeting of the City Council of the. City of. Gem Lake was called to order on Monday, 21 November 1994, at 7 : 01 p.m. in the first floor meeting room of .Tousle.y Ford. Mayor Emeott, Councilmembers Igo, Eirkeb.ak, and Nielsen, Clerk Magnuson and Treasurer Nordstrom were present. Also present were Mr. Jerry Franz and Councilmember--Elect Constance Kunin. The minutes of the 17 October 1994 City Council Meeting were, upon motion duly made and seconded, unanimously approved as presenteed.. Mr. Franz was then recognized. He stated that he felt the City's inspection of his septic system was unnecessary and unfair as his system was installed and inspected in the fall of 1993 and repaired in the spring of 199.4.. The Council explained that the ordinance requiring septic system inspections deals only with operability on an ongoing basis and not installation as required by code: The Council further stated that. inspections are required by the. City as a direct result of Metropolitan Council mandates: for inspection of Individual On -Site Septage Systems. No further action was taken. Ms. Nielsen then reported on behalf of Mr. Nielsen that thefinal report of the I-35E Corridor Study is due out in the very near future based upon acceptance by the cities involved. A Public Information Meeting, a copy of the Notice for which is attached hereto as. Exhibit "A"., has been scheduled for Tuesday, 29 November 1994, at Burnet Realty located on. Highway 96and White Bear Parkway. It.was noted that approval of the Fontana/Target rezoning and development project by Vadnais Heights appears to indicate their lack of willingness to stem overdevel- opment within the: corridor. The Recycling Report for October, a copy of which is attached hereto as Exhibit "B" was then presented. The Clerk then reported that fire inspections were complete except for HCC where a lack of cooperation by HC❑ at it's offices has prevented completion. In a'meeti.ng with Fire Mar,shall. Mike Turnbull, the. Clerk reported that he will gain access to HCO and complete inspection by the. end of December. The Clerk requested that Mr. Turnbull advise the coun- cil of continued resistance by Mr.. Urban. Discussion then followed regarding additional "Slow Children" signs along Big Fox Road.:and Little Fox Lane as requested by Mr. Joel Ander- son. Mayor Emeott then requested that Street Signs be added to ongoing agendas under street maintenance. It was also suggested that "Deer Crossing" signs be: added to Goose Lake Road. The Clerk then reported that he has spoken with T.A. Schifsky regarding implementation of road Maintenance. Schifsky has recommended that work to be performed on Big Fox Road and Little Fox Lane not be completed until after resurfacing of County Road E. is complete to avoid possible damage to our streets from construction equipment: A contract will be executed during the first quarter of`1995 with 5chifsky. Discussion then followed regarding sign inspections with no action taken.
