MINUTES OF MEETING OF CITY COUNCIL <br />OF CITY OF GEM LAKE <br />The November meeting of the City Council of the. City of. Gem Lake <br />was called to order on Monday, 21 November 1994, at 7 : 01 p.m. in the <br />first floor meeting room of .Tousle.y Ford. Mayor Emeott, Councilmembers <br />Igo, Eirkeb.ak, and Nielsen, Clerk Magnuson and Treasurer Nordstrom were <br />present. Also present were Mr. Jerry Franz and Councilmember--Elect <br />Constance Kunin. <br />The minutes of the 17 October 1994 City Council Meeting were, upon <br />motion duly made and seconded, unanimously approved as presenteed.. <br />Mr. Franz was then recognized. He stated that he felt the City's <br />inspection of his septic system was unnecessary and unfair as his system <br />was installed and inspected in the fall of 1993 and repaired in the <br />spring of 199.4.. The Council explained that the ordinance requiring <br />septic system inspections deals only with operability on an ongoing <br />basis and not installation as required by code: The Council further <br />stated that. inspections are required by the. City as a direct result of <br />Metropolitan Council mandates: for inspection of Individual On -Site <br />Septage Systems. No further action was taken. <br />Ms. Nielsen then reported on behalf of Mr. Nielsen that thefinal <br />report of the I-35E Corridor Study is due out in the very near future <br />based upon acceptance by the cities involved. A Public Information <br />Meeting, a copy of the Notice for which is attached hereto as. Exhibit <br />"A"., has been scheduled for Tuesday, 29 November 1994, at Burnet Realty <br />located on. Highway 96and White Bear Parkway. It.was noted that approval <br />of the Fontana/Target rezoning and development project by Vadnais <br />Heights appears to indicate their lack of willingness to stem overdevel- <br />opment within the: corridor. <br />The Recycling Report for October, a copy of which is attached <br />hereto as Exhibit "B" was then presented. <br />The Clerk then reported that fire inspections were complete except <br />for HCC where a lack of cooperation by HC❑ at it's offices has prevented <br />completion. In a'meeti.ng with Fire Mar,shall. Mike Turnbull, the. Clerk <br />reported that he will gain access to HCO and complete inspection by the. <br />end of December. The Clerk requested that Mr. Turnbull advise the coun- <br />cil of continued resistance by Mr.. Urban. <br />Discussion then followed regarding additional "Slow Children" signs <br />along Big Fox Road.:and Little Fox Lane as requested by Mr. Joel Ander- <br />son. Mayor Emeott then requested that Street Signs be added to ongoing <br />agendas under street maintenance. It was also suggested that "Deer <br />Crossing" signs be: added to Goose Lake Road. <br />The Clerk then reported that he has spoken with T.A. Schifsky <br />regarding implementation of road Maintenance. Schifsky has recommended <br />that work to be performed on Big Fox Road and Little Fox Lane not be <br />completed until after resurfacing of County Road E. is complete to avoid <br />possible damage to our streets from construction equipment: A contract <br />will be executed during the first quarter of`1995 with 5chifsky. <br />Discussion then followed regarding sign inspections with no action <br />taken. <br />
