708 Further Board member discussion included the proposed timing for Plan adoption to maintain the original
709 intent and schedule; anticipated review period for BWSR in order to schedule the public hearing; and
710 critique of the sustainability items needed in an easier to read format, similar to the BARR engineering
711 study, with Chair Eckman advising that she and Ms. Correll could discuss preferences for those figures at
712 a later date.
713
714 Ms. Correll left the meeting at this time, after providing her business card to new Board member.
715
716 June 2011 Joint Workshops with Vadnais Lake Area WMO
717 Mr. Petersen alerted Board members of an opportunity to partner with the VLAWMO for two (2)
718 workshops, and his having taken the liberty of committing the Board to that partnership given the short
719 turnaround time, and the value of both workshops. Mr. Petersen reviewed the content of the workshops;
720 and offered his attendance on behalf of the GLWMO pro bono. Mr. Petersen advised that he would send
721 a copy of the announcement to lake associations in the GLWMO jurisdiction and post it on the GLWMO
722 website as well. Mr. Petersen reviewed costs, noting that the VLAWMO charges $10 per person
723 attending, with each attendee receiving a copy of the "Blue Thumb" workbook at a cost of $10 per
724 person.
725
726 Chair Eckman clarified that the total expenditure to the GLWMO Board would be the cost of the book
727 and administrative costs to get the word out to the public; but not for Mr. Petersen's time and attendance
728 at the workshop.
729
730 Motion 11 -05 -16
731 Member Bennett moved, and Member Von De Linde seconded, approval of Mr. Petersen partnering with
732 the VLAWMO for two (2) workshops, with the total expense no to exceed $250.00, and to be taken from
733 the 2011 Education line item.
734
735 Ayes: 5 Nays: 0
736 Motion carried.
737
738 May 11, 2011 Lake Wabasso Association Meeting Update
739 Chair Eckman provided an update from her attendance at the recent Lake Wabasso Association, at which
740 she did a Power Point presentation to approximately thirty (30) attendees. Chair Eckman advised that the
741 presentation provided specific information on the outlet weir to address their concerns, and advising them
742 that the weir was the responsibility of Ramsey County. Chair Eckman noted that the pole was still in
743 place as of Monday of this week, and was waiting to see if there were any leaks other than on the west
744 side. Chair Eckman advised that Xcel Energy will not access the site as the ground is still too soft. Chair
745 Eckman advised that Mr. Petersen had located a phone number and contact at Xcel Energy and provided
746 it to Lake Wabasso homeowners for them to contact Xcel and give their permission to access their
747 properties, soft ground or not; and also provided contact information for several other areas of concern.
748
749 Chair Pro -tern Eckman recognized audience member Roberts for additional comment, with Mr. Roberts
750 advising that at the Lake Owasso Assoc. annual meeting, several members had expressed their
751 appreciation that lake levels were back to normal, since the Ramsey County pump was no longer used;
752 and their preference that the Lake Owasso outlet be improved to maintain this level. To further
753 compound the issue, Mr. Roberts advised that some homeowners were relatively close to the lake level,
754 so they were very conscious of when that level was rising. Mr. Roberts advised that an engineer attending
755 the Lake Owasso Assoc. Annual Meeting had opined that the lake outlet was poorly and cheaply
756 engineered and today's construction methods would be more efficient and let water out more effectively.
757
15
