758 Mr. Roberts suggested that serious consideration should be given to the structure/design of the outlet to <br />759 Lake Owasso to significantly improve lake levels for Lake Owasso and address flooding of some <br />760 homeowners, noting that the GLWMO approved the design when it was initially installed; and the City of <br />761 Shoreview was responsible for maintenance of the structure. <br />762 <br />763 Chair Eckman clarified that Mr. Roberts was seeking to have the outlet reconstructed. <br />764 <br />765 Mr. Roberts advised that the well - qualified engineer speaking at the Lake Owasso Association meeting <br />766 was a resident of Lake Wabasso and on the Lake Owasso Association Board; and therefore had a genuine <br />767 interest in both bodies of water; and opined that the outlet should be re- evaluated. Mr. Roberts noted that <br />768 the Lake Owasso Association Board included representation from Lake Wabasso due to the connection of <br />769 the lakes; and noted that, even though recently changed, the original charter including residents of Lake <br />770 Wabasso on the Lake Owasso Association Board and the relationship was actively maintained. Mr. <br />771 Roberts advised that he brought up this issue as it was an important part of the objectives of the GLWMO <br />772 in terms of their management of water levels as well as quality, both for Lake Wabasso and Lake <br />773 Owasso; and should be part of any long -range planning by the group. <br />774 <br />775 Discussion among Board members and Mr. Maloney included effectiveness of the existing structure, <br />776 particularly during the winter; and whether money allocated to study lake levels might be better used to <br />777 figure out the best design for the outlet. <br />778 <br />779 Action Item <br />780 Chair Eckman asked that a copy of the Lake Wabasso Presentation PDF file be provided by Mr. Petersen <br />781 to all GLWMO Board members. <br />782 <br />783 Public Disclosure and Campaign Finance Reports/Forms <br />784 Mr. Petersen alerted new Board appointees of the requirement to submit documentation and provide <br />785 public disclosure of campaign finance reports, per state requirements, when serving as a member of a <br />786 watershed district or WMO, in order to avoid conflict of interest issues <br />787 Chair Eckman advised that the forms were available online and easy to complete. <br />788 <br />789 Chair Pro -tem Eckman recognized audience member Ferrington for additional comment, with Mr. <br />790 Ferrington, as a former member and Chairperson of the GLWMO Board, advised that to make Grass Lake <br />791 Watershed Management Organization Board member changes on the State's roster, the information <br />792 needed to be routed through Mr. Schwartz at the City of Roseville. <br />793 <br />794 MPCA TMDL Study <br />795 Chair Eckman advised that she needed to sign a document from BARR Engineering to release them of <br />796 any future issues in their release, to the GLWMO Board, of the P -8 Model developed for the Lake <br />797 Owasso Use Attainability Study that will be used by FOR in implementing the MPCA TMDL Study for <br />798 the GLWMO. Chair Eckman advised that this is "standard industry practice ". Ms. Brooke Asleson of the <br />799 MPCA advising that the residents of the State of MN will own the data, i.e., GLWMO TMDL Study once <br />800 it is completed and LGUs will have unlimited access to the model. <br />801 <br />802 Mr. Petersen noted that the P8 model could be modified as needed from that initial document. <br />803 <br />804 Chair Pro -tem Eckman recognized audience member Ferrington for additional comment, with Mr. <br />805 Ferrington opining that it would be helpful information to see what was done in other catchments. <br />806 <br />807 No action taken. <br />808 <br />16 <br />
