254 Chair Pro -tem Eckman recognized audience member Len Ferrington for additional comment, and his <br />255 suggestion that the task force be given ninety (90) days from Plan approval for their final <br />256 recommendation to the GLWMO rather than giving them a date specific. Mr. Petersen interjected that the <br />257 Task Force would be working with the GLWMO Board. <br />258 <br />259 Chair Pro -tem Eckman further clarified that the task force was not making a final recommendation, but <br />260 working with the Board in research and due diligence, and that the GLWMO Board would make the final <br />261 recommendation as was their responsibility. <br />262 <br />263 Additional discussion among Board members included the intent of the proposed March 31, 2012 end <br />264 date for the task force that would allow them to continue meeting after approval of the final Plan by <br />265 BWSR and Plan adoption by the GLWMO Board; consideration by the Board of the ninety (90) day <br />266 timing for the task force or by March 31, 2012, which ever date was later. <br />267 <br />268 Chair Pro -tem Eckman recognized audience member Edward Roberts for comment, with Mr. Roberts <br />269 opining that there would be considerable frustration for citizens working off a Plan not in place or without <br />270 clear direction; and opined that starting the task force out too early may create more problems. <br />271 <br />272 Chair Pro -tem Eckman suggested that the GLWMO Board consider a completion of the work by the task <br />273 force ninety (90) days after the final plan for recommendation to representative cities, or by March 31, <br />274 2012, whichever is later. <br />275 <br />276 Chair Pro -tem Eckman recognized audience member Edward Roberts for additional comment, with Mr. <br />277 Roberts noting that there were a lot of other items before the Department of Natural Resources (DNR) <br />278 and their requests to Lake Owasso Homeowners Association residents for five (5) citizens to participate <br />279 in their lake vegetation management plan; Lake Owasso trying to put together their own management <br />280 plan, and their involvement of a lot of people having a particular interest in this watershed; and the role of <br />281 the watershed in implementation of items specific to Lake Owasso. Mr. Roberts questioned if a City <br />282 Engineer was anticipated to participate in the task force; and what their role would be in implementation <br />283 of a long -range plan. <br />284 <br />285 Chair Pro -tem Eckman advised that the main charge for the task force was one of research, and reviewing <br />286 various options, intended as a learning process to share with the GLWMO Board, not one of making <br />287 decisions; and further clarifying that the GLWMO Board would not be making final decisions and/or <br />288 recommendations until the Plan was completed, approved, and adopted. <br />289 <br />290 Mr. Petersen concurred with Chair Pro -tem Eckman, and further clarified that the Task Force was not <br />291 about the Plan itself, but was about options for governance and financing for implementation of the final <br />292 Plan, and independent of the Plan itself. <br />293 <br />294 Chair Pro -tem Eckman noted that, even without a new plan and if the Board was to be responsible, <br />295 changes are needed in how it operates. <br />296 <br />297 Chair Pro -tem Eckman noted attempts by the Board for improved transparency and informing their <br />298 constituents through updated maintenance of the Board's website; moving from quarterly to monthly <br />299 meetings; initiation of due diligence on future governance and financing options to implement goals of <br />300 the Plan; and the additional burden placed on Board members in implementing those goals. Chair Pro - <br />301 tem Eckman questioned why the Board seeking additional research and responsibly performing due <br />302 diligence for its constituents should be threatening to its constituents. <br />303 <br />304 <br />6 <br />
