305 Motion 11 -05 -11 <br />306 Member Miller moved, and Member Westerberg seconded, establishment of a Task Force on Government <br />307 & Finance Options for the GLWMO by appointing a five (5) member watershed resident task force <br />308 reflecting and representing a diverse cross - section of the geography and community to work with the <br />309 GLWMO Board. The task force (5 GLWMO Board members and 5 citizens from the watershed) shall <br />310 complete its work by March 31, 2012, or ninety (90) days after final Plan approval /adoption, whichever <br />311 date is later; followed by a recommendation of a change, if any, to the City Councils of Roseville and <br />312 Shoreview. <br />313 <br />314 Board members briefly discussed how to solicit citizens and whether to interview them; however, they <br />315 collectively concurred that the actual process itself could be determined at a later date. <br />316 <br />317 Ayes: 5 Nays: 0 <br />318 Motion carried. <br />319 <br />320 Motion 11 -05 -12 <br />321 Member Westerberg moved, and Member Von De Linde seconded, establishment of a Standing Technical <br />322 Advisory Committee (TAC) to the GLWMO Board effective May 19, 2011; with the only budget <br />323 implication that of logistical support to be provided by Mr. Petersen; and a GLWMO Board representative <br />324 serving as the Chair of the TAC. The specific purpose and charge of the TAC is as follows: <br />325 <br />326 The GLWMO Board of Commissioners will adopt a Third Generation Watershed Management <br />327 Plan (the "Plan"), in December of 2011; and the Plan calls for the establishment of a formal <br />328 Technical Advisory Committee (TAC) to provide consultation and advice to the Board on matters <br />329 of technology and management of water resources under the care of the GLWMO Board. <br />330 <br />331 The Joint Powers Agreement between the Cities of Shoreview and Roseville that establishes the <br />332 GLWMO authorizes the Board to create standing committees to assist the Board; and the <br />333 GLWMO will partner with the Minnesota Pollution Control Agency (MPCA) to conduct a study <br />334 of impaired and protected waters to determine total maximum daily limits (TMDL) of non -point <br />335 source pollutants, and this study will require input from a TAC. <br />336 <br />337 The GLWMO Board shall determine membership, duration of membership, and provide direction <br />338 to the Committee; with TAC membership approved by the GLWMO Board and including, but not <br />339 limited to: <br />340 • GLWMO technical staff; <br />341 • Public Works Directors from the representative cities of Roseville and Shoreview; <br />342 • Parks and Recreation Department staff from the representative cities of Roseville and <br />343 Shoreview; <br />344 • Representatives from the Ramsey County Public Works and Parks and Recreation <br />345 Departments; <br />346 • Technical staff representative from the Ramsey Conservation District (RCD); <br />347 • DNR Metro- Waters Division technical staff; <br />348 • BWSR technical staff; <br />349 • Other federal, state, and local government agency technical staff as requested by the <br />350 GLWMO Board; <br />351 • Private citizens with special expertise; <br />352 • And other resources as requested by the GLWMO Board. <br />353 <br />7 <br />
