405 <br />406 Chair Pro -tem Eckman, and individual GLWMO Board members clarified that TAC members would not <br />407 be compensated monetarily; that it had been determined that Mr. Petersen would serve only to logistically <br />408 support the TAC; and that it was the GLWMO Board's understanding that the TAC would be a volunteer <br />409 committee. <br />410 <br />411 Chair Pro -tem Eckman recognized audience member Mr. Roberts for additional comment, with Mr. <br />412 Roberts opining that the proposed motion should clearly state that. <br />413 <br />414 Chair Pro -tem Eckman recognized audience member Len Ferrington for additional comment, with Mr. <br />415 Ferrington noted the importance of that suggested clarification, as the current JPA allows for <br />416 representative cities to seek reimbursement for staff time and efforts on GLWMO Board activities; and in <br />417 the past, the cities had been reimbursed for staff time. <br />418 <br />419 Mr. Schwartz advised that payments were related to when the City of Roseville served as the Board's <br />420 administrative support. Mr. Schwartz advised that Roseville and Shoreview city staff participated in the <br />421 TAC's for both RWMWD and Capitol Region Watershed District when their respective plans were <br />422 updated, to provide expertise as applicable. <br />423 <br />424 At the request of Chair Pro -tem Eckman, both Mr. Schwartz and Mr. Maloney both confirmed that neither <br />425 of those watershed districts had paid anyone to serve on their TAC. <br />426 <br />427 Chair Pro -tem Eckman recognized audience member Roberts for additional comment, with Mr. Roberts <br />428 asking if meetings of this subcommittee would be open to the public. <br />429 <br />430 Chair Pro -tem Eckman advised that all meetings of the GLWMO Board and any of its subcommittees <br />431 were public meetings and therefore open. <br />432 <br />433 Mr. Maloney asked the Board who would be setting TAC meeting agendas, the timing /scheduling of its <br />434 meetings, and the protocol for the meetings, based on different interpretations of the GLWMO Board <br />435 itself. <br />436 <br />437 Mr. Petersen advised that, similar to other WMO's, the Board would probably schedule meetings as <br />438 special interest or issues arose. <br />439 <br />440 Mr. Maloney clarified, and Chair Pro -tem Eckman concurred, that the TAC would be similar to Advisory <br />441 Committees serving local government City Council's with no fiduciary responsibility. <br />442 <br />443 Chair Pro -tem Eckman recognized audience member Ferrington for additional comment, with Mr. <br />444 Ferrington returning to an earlier issue on how the TAC would be chaired; and whether the GLWMO <br />445 Board would consider the benefits of the TAC having a Board member to serve as a liaison to the <br />446 GLWMO and TAC rather than appointing a Chair of the TAC. <br />447 <br />448 Mr. Petersen questioned the rationale for a liaison if the TAC Chair was a member of the GLWMO Board <br />449 and facilitated that relationship. <br />450 <br />451 Chair Pro -tem Eckman recognized audience member Roberts for additional comment, with Mr. Roberts <br />452 suggesting that Mr. Maloney provide language that would clarify the intent, based on his experience with <br />453 City Hall. <br />454 <br />9 <br />
