251 <br />252 Motions to authorize Chair Eckman to sign `°P8 Model Waiver from Barr Engineering;" and <br />253 authorize the Chair to sign the Services Agreement with Ramsey County Public Works for the 2011 <br />254 Lake Owasso and Lake Wabasso Aquatic Vegetation Surveys <br />255 Mr. Petersen provided as a bench handout, attached hereto and made a part hereof, an "Agreement <br />256 between Grass Lake WMO and Ramsey County dated June 6, 2011" for Ramsey County staff to complete <br />257 aquatic plant surveys of certain lakes at the request of the GLWMO. <br />258 <br />259 Mr. Petersen advised that he was bringing this to the Board's attention at this Special Meeting rather than <br />260 a regular business meeting for authorization for the Chair to execute the documents, because the proposed <br />261 dates for the surveys scheduled, weather permitting, for June 9 and 13. <br />262 <br />263 Chair Eckman recognized Mr. Roberts for public comment, who brought to Mr. Petersen's and the <br />264 Board's attention that the Lake Association had sprayed Lake Owasso already. <br />265 <br />266 With that unfortunate circumstance and updated information, Mr. Petersen expressed his disappointment <br />267 in the amount of time and effort of his Board -paid administrative time expended in coordinating with <br />268 Ramsey County staff to facilitate this agreement; and sought Board discussion and a decision on whether <br />269 it was still worth contracting with Ramsey County to do a point- intercept study on Lake Owasso, since it <br />270 had already been treated, even though Ramsey County could still schedule to do the other surveys on June <br />271 13,2011. <br />272 <br />273 Chair Eckman echoed Mr. Petersen's disappointment in the lack of communication; opining that a better <br />274 job on communication and coordination was needed in the future. <br />275 <br />276 Chair Eckman recognized Mr. Roberts for public comment, who advised that Lake Owasso was sprayed <br />277 June 6, using DNA4 to address Eurasian Milfoil and copper sulfate for algae bloom that was already in <br />278 strong evidence on the lake. <br />279 <br />280 Chair Eckman opined that the algae was probably a result of excessive runoff, perhaps adding even <br />281 additional phosphorus loading, due to the extreme rainfalls this spring. <br />282 <br />283 Chair Eckman recognized Mr. Ferrington for public comment, who stated that it was his understanding <br />284 that one intent of doing the vegetation surveys was to document lake coverage of invasive species; and to <br />285 position the GLWMO for DNR funds for full lake grants. Mr. Ferrington advised that if the GLWMO <br />286 Board proceeded with the surveys, it would invalidate baseline data. <br />287 <br />288 Mr. Petersen sought clarification from Board members as to whether they were concluding that they did <br />289 not want to proceed with the Lake Owasso survey on June 9 and June 13, 2011. <br />290 <br />291 By consensus, the Board responded affirmatively. <br />292 <br />293 Mr. Petersen advised that spraying of Wabasso Lake was tentatively scheduled for June 13, 2011; <br />294 however he noted that there was no guarantee on if or when that may actually occur; and questioned if the <br />295 entire contract may now be a moot point and have been a waste of time and effort. <br />296 <br />297 Chair Eckman recognized Mr. Roberts for further public comment, and Mr. Roberts stated that the Lake <br />298 Owasso Homeowners Association would re- evaluate, and under their DNR permit, they may spray again <br />299 in August; however, their assessment would not be made until mid- to late July. <br />300 <br />6 <br />
