301 Mr. Petersen noted that the DNR had not committed yet if they were going to do a full weed survey on <br />302 Lake Owasso in August; however, the GLWMO is scheduled to do a survey of Wabasso Lake on August <br />303 1, 2011. <br />304 <br />305 Chair Eckman suggested that, under the circumstances, the Board may want to authorize the Chair to <br />306 execute the agreement, contingent that if spraying is already done, the Board would not proceed and the <br />307 vegetative survey be eliminated from the contract. <br />308 <br />309 Discussion ensued among Board members and Mr. Petersen on timing issues for treatment based on <br />310 specific vegetation cycles and growth periods; <br />311 <br />312 Chair Eckman recognized Mr. Ferrington for additional public comment, with Mr. Ferrington suggesting <br />313 an additional consideration in position the GLWMO for DNR grant programs, and their stipulation that a <br />314 weed assessment be conducted within three (3) years of the date of invasive species coverage; and good <br />315 for two more years, providing the GLWMO an opportunity this year or next year to apply to that program. <br />316 Mr. Ferrington questioned Mr. Edwards as to whether the weed assessment was conducted last year <br />317 before the Lake Association sprayed Lake Owasso. <br />318 <br />319 Mr. Edwards responded to Mr. Ferrington that the Association had a late treatment in 2010; however, he <br />320 was not sure of the timing. <br />321 <br />322 Further discussion among Board members, Mr. Petersen and Ms. Correll included notification of Ramsey <br />323 County 3 -4 days before treatment; whether the surveys were being attempted every year, and if so, why <br />324 the Plan chart indicates only every four (4) years; with Ms. Correll advising that Plan schedule was <br />325 established for the TMDL study. <br />326 <br />327 Mr. Petersen advised that, on behalf of the GLWMO Board and himself, he would apologize to Ramsey <br />328 County Public Works Department staff for the confusion; and seek additional information from the <br />329 Wabasso Lake Association on the status of their spraying. Mr. Petersen noted the intent in attempting to <br />330 get baseline data before a second spraying of Lake Owasso; and questioned if the DNR would cover costs <br />331 for an August survey; reiterating how unfortunate it was that the GLWMO couldn't get that data for the <br />332 benefit of its constituents and future water quality improvements. <br />333 <br />334 Chair Eckman recognized Mr. Ferrington for additional public comment, with Mr. Ferrington advising <br />335 that Ramsey County often sprayed public beach areas without prior notification to the GLWMO. <br />336 <br />337 Mr. Petersen opined that he needed to verify that with Ramsey County as well; noting that it was standard <br />338 practice for Ramsey County Public Works to spray beaches, such as Owasso Beach, when they have time <br />339 and staff available, depending on weather and wind conditions. <br />340 <br />341 Chair Eckman recognized Mr. Ferrington for additional public comment, and Mr. Ferrington noted the <br />342 need to modify Addendum 1 to the Agreement (page 4 of 4). <br />343 <br />344 Mr. Petersen acknowledged the need for that modification in addition to other contract language at the <br />345 direction of the GLWMO Board. Mr. Petersen noted that homeowners reserved the right to spray in <br />346 August; however, he also noted that Ramsey County was not going to block off time for a survey unless <br />347 more specific dates were available from the association. <br />348 <br />349 Ms. Correll questioned Ramsey County's fee compared with that of EOR, suggesting that FOR could be <br />350 more flexible and could be cancelled at any time. <br />351 <br />7 <br />
