Roseville Human Rights Commission
July 12, 2011 - Draft Minutes

Commissioner Grefenberg said plans were in the works for a Project 515 presentation at the Skating 48
Center i n early October . He said Commissioner Brisbois was taking the lead on organizing the 49
event. Commissioner Brisbois said she contacted the presenter Ann Kaner -Roth and she wants 50
suggestion s to focus the discussion on issues of importance to Roseville. Commissioner Brisbois 51
said she could identify some area s , but would like input from the C ommission. 52
53
Commissioner McKenzie said she would like more inform ation about what Project 515 is and how 54
it ca me about. She thought most people will not h ave heard about Project 515 and would need to 55
learn the basics. 56
57
Commissioners recommended including neighboring cities in the planning, in particular Shoreview, 58
S t. Paul, Falcon Heights, Maplewood and Arden Hills. 59
60
Commissioners suggested distributing Pro ject 515 brochures. 61
62
The Program Planners Committee will organize, lo oking at question s of fairness and how laws 63
affect people locally. 64
65
Planning for Community Dialogue 66
67
Commissioner Grefenberg noted that the HRC has sponsored “Creating a Welcoming Commun ity” 68
dialogue for the past three years. He said the Program Planners Committee was interested in 69
working on the planning, and they did not necessarily need to follow the model used the past three 70
years, including having the moderator. He suggested reviewin g the evaluations from the dialogue 71
debriefing. 72
73
Commissioner Grefenberg said the Commission should decide if the HRC wants to do another 74
dialogue and, if so, how it should be organized. He suggested taking the dialogue to specific groups 75
or areas. 76
77
Commis sioner McKenzie asked Commissioner Grefenberg to describe what he wanted the meeting 78
to be . She said the purpose of the dialogue had been to have an all -inclusive discussion about 79
making Roseville a welcoming community. She said that by taking it to one ar ea, the HRC would 80
be excluding the rest of the city from the discussion. 81
82
Commissioner Grefenberg said he did not support using the format used in previous years, citing 83
dropping attendance. 84
85
Commissioner McKenzie asked about the timing of the forum, with the Project 515 in October and 86
the two Civic Engagement activities, likely in September and November. 87
88
Commissioners asked that Carolyn Curti set a meeting with the Dialogue planners before the HRC’s 89
August meeting to discuss what they want to do, and to i nclude the Program Planners Committee in 90
the meeting. 91
92
Youth Commissioner Report – Rose Parade 93
