It is not an active role, but the Vice 147 Chair covers meeting that the Chair cannot. Chair Singleton said he anticipated the Vice Chair 148 doing more, depending upon the direction o f the Operations Committee. He said the Vice Chair 149 would serve through October when the Chair and Vice Chair are appointed. 150 151 Chair Singleton restated Commissioner McKenzie’s nomination for Vice Chair. Commissioner 152 Brisbois moved and Commissioner Thao secon ded nomination of Commissioner Grefenberg for the 153 Vice Chair position. No other nominations were made . 154 155 Chair Singleton asked for a vote in favor of Commissioner McKenzie. No votes. Chair Singleton 156 asked for a vote in favor of Commissioner Grefenberg. Fou r votes in favor of Grefenberg. 157 158 Commissioner Grefenberg accepted to appointment o f Vice Chair. He said it is important to 159 recognize that dissent and disagreement is a value of the Commission but that all must work 160 together for a common goal. 161 162 Strategic Pl an 163 164 Commissioner Grefenberg reviewed the Strategic Plan for 2011. He reviewed the plan, developed in 165 2009, and noted that much had been achieved. Commissioner Grefenberg said the ordinance 166 requires the HRC to have by -laws that have not been updated since 1 986. He said the Commission 167 now has a committee structure and ground rules are much clearer. 168 169 Commissioners asked staff to send the most recent by -laws for review. 170 171 Commissioner Thao asked what achieving the goal of outreach meant . She said she saw this m ore 172 as a n ongoing effort, not something that is achieved once. Commissioners discussed chan ging 173 language to continue work . 174 175 Commissioners further clarified that they will reestablish and work with youth representatives. 176 177 Commissioner Thao asked for clarif ication on developing a communications network. 178 Commissioner Grefenberg said the city has a list of dialogue attendees and the HRC periodically 179 sends information to that list . 180 181 City Manager Malinen said Roseville has a listserv for advisory commission s in which the city lets 182 anyone who is interested to know about commission events. 183 184
