<br />7/15"'- <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />March 14, 1983 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, March 14, 1983, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Acting Mayor Johnson <br /> <br />and Councilmen Franke and Kehr (Mayor Demos arrived at 8:10 <br /> <br />p.m.) i and the following was absent: Councilman Curley. <br /> <br />Also present were James F. Andre, City Manager; Charles <br /> <br />Honchell, City Public Works Director; Doug Strong, City Public <br /> <br />Works Department; Robert Bell of Peterson, Bell & Converse, <br /> <br />City Attorney; and Peter S. Popovich of Peterson, Popovich, <br /> <br />Knutson & Flynn, City Bond Consultant. <br /> <br />ACTING MAYOR JOHNSON: The next project is ST-P-82-28, <br />storm sewer, concrete curb and gutter, and bituminous paving <br />on Skillman Avenue from Pascal to Haml{ne Avenue. <br /> <br />MR. ANDRE: We have the certificate of mailing and <br />affidavit of publication for this project on file. <br /> <br />MR. HONCHELL: This project was petitioned for by 56% <br />of the property owners. It originally included the side <br />street of Pascal between Skillman and Shryer. That is not <br />proposed at this time as part of the improvement. Skillman <br />Avenue is approximately 28 to 29 feet wide, in fair condition <br />at the west end and poor condition at the east end. It's a <br />rather flat road. The driveways are fairly typical, with the <br />exception of one. There are no storm sewer facilities that <br />exist along this roadway. The only facilities are at the <br />Pascal intersection - some drainage pipes that go toward the <br />line that was built when Har Mar was constructed and then <br />heads to the north. That line is the end of the line - if <br />you want to call it that - as it heads southerly. <br /> <br />The proposal then, because of the relatively flat grade, <br />would be to construct storm drainage facilities approximately <br />
