7L/ r &,

Extract of Minutes of Meeting
of City Council
City of Roseville
Ramsey County, Minnesota

March 14, 1983

Pursuant to due call and notice thereof, a regular meeting

of the City Council of the City of Roseville, Minnesota, was

held in the City Hall in said City on Monday, March 14, 1983,

at 7:30 o'clock p.m.

The following members were present: Acting Mayor Johnson

and Councilman Franke and Kehr (Mayor Demos arrived at 8:10

p.m.); and the following was absent: Councilman Cur~ey.

Also present were James F. Andre, City Manager; Charles

Honchell, City Public Works Director; Doug Strong, City Public

Works Department; Robert Bell of Peterson, Bell & Converse,

City Attorney; and Peter S. Popovich of Peterson, Popovich,

Knutson & Flynn, City Bond Consultant.

ACTING MAYOR JOHNSON: The next hearing is on Improvement
No. P-82-21, Farrington Street between County Road C and Iona
Lane.

MR. ANDRE: ~~e have the certificate of mailing and
affidavit of publication for this project on file.

MR. HONCHELL: This' particular one is for that block of
Farrington from C to Iona. It does not include any side
streets. This particular one only has the frontage street.
However, if they are all consolidated, it all comes out in the
wash - who has side streets arid who doesn't. The roadway is
the result of a petition - 61% signed by the property owners.
The roadway width as existing is 28 to 29 feet wide, in fair
condition, and not too bad a grade - a little flat in a
couple of places, but not too bad. It does have some drive-
ways that are fairly steep - over 10% in grade. The yards
are generally somewhat higher than the existing pavement. A
typical 32 foot wide roadway is proposed. We are considering
making the roadway slightly higher in some places to better
match the yards.
