MR. POPOVICH: Mayor and members of the Council, the total
estimated cost is $114,491.84. If it was 100% assessed, it
would be $44.89 a front foot. At the 25% recommended approach,
it would be approximately $11.22. If this improvement is
ordered, it is proposed to be consolidated with the next three
immediately following on the list. The same general comments
I made at the beginning would apply to these as well.

MR. ANDRE: We have one letter from Nathan Schoon, 2737
Farrington Street, in opposition to the project.

ACTING MAYOR JOHNSON: We're talking now about project
P-82-21, Farrington Street between County Road C and Iona Lane.
The hearing is open to the public. Any comments?

MR. FRANCIS CRIST, 2673 Farrington Street: I guess I'll
upgrade your assessment of the street a little bit. I see no
reason to replace the road as it exists. I think it's in good
shape. It has served everybody for years. I think any change
would be a cosmetic change. One of the previous comments was
made about the requirement of having an official road so that
it can be used as a thoroughfare for nonresidential traffic.
I don't believe that was the intent of this street. It
connects no place. County Road C is the main thoroughfare
that's known as an official street. Seeing as how the petition
was sent out - I guess it was almost a year ago - I would like
to request that we repetition the residents of this area.
Right now I would like to have my neighbors stand up and
either say "opposed" or "for it". I am opposed.

ACTING MAYOR JOHNSON: How many people are here in this
particular project? Could we see a show of hands? Does
someone have a copy of the petition?

MR. POPOVICH: The petition was received in July of 1982
by the engineering department, according to the stamp on our
xerox copy.

ACTING MAYOR JOHNSON: Did you s~gn for or against it
at that time?

MR. CRIST: I was against it. I'm against it now, and
I would like to have my neighbors (inaudible) to get up and
state their intentions.

MR. RICHARD GRAF, 2688 Farrington Street: As of last
Saturday, I was opposed to the improvement, but after what
I've heard here tonight, I'm in favor of it. I think one of
the things that some of the people are overlooking is that our
28 or 29 foot wide street will be 32 feet wide, which is an
improvement. I agree with the people that have stated it -
the street surface is in pretty good condition. Mr. Honchell
said it's fair to good. I don't like to spend money any more
than anyone else, but I don't think they can go around doing

-2-
