Regular City Council Meeting <br /> Monday,July 18,2011 <br /> Page 16 <br /> Councilmember Johnson expressed his appreciation to that approach; noting that <br /> the City Council was just receiving the report tonight, and he wanted to give it his <br /> due diligence before hearing public comment. <br /> Councilmember Willmus requested staff recommendation on the road and rights- <br /> of-way when this item returned. <br /> Councilmember McGehee questioned Figure 4 and whether it represented the <br /> shortest route or whether there was not enough data in the future for sufficient <br /> analysis. Councilmember McGehee questioned, units on x and y coordinates, the <br /> percent of non-minimum paths and how travel time was measured in feet, mi- <br /> nutes, or seconds. <br /> Mr. Vaughan advised that Figure 4 represented a route diversion curve, a compi- <br /> lation of all that data. While not referencing the Institute of Traffic Engineers, <br /> Mr. Vaughan noted that this data was based on a compilation of surveys from NY <br /> where travel time information was gathered and analyzed, providing this type of <br /> graphic, and that this travel time route diversion curve was intended to provide the <br /> City Council with a determination for their consideration. <br /> Mayor Roe noted, with concurrence by Mr. Vaughan, that the question of units <br /> on the graph was not really relevant as the data on the graphs was expressed as <br /> percentages. <br /> At the request of Mayor Roe, City Manager estimated that the next available <br /> agenda for this discussion and public comment would be August 8; however, he <br /> noted that this meeting also allowed for public comment on the 2012/13 budget. <br /> Mayor Roe suggested that the August 8 meeting be considered; and requested that <br /> the September 12 meeting remain focused on setting the Preliminary 2012 Budget <br /> and Tax Levy. <br /> Councilmember Johnson spoke in support of the initial public comment being <br /> held on August 8 and continued to a future date if necessary. <br /> Councilmember McGehee expressed her preference to not break the public com- <br /> ment into two meetings if possible. <br /> Mayor Roe advised that he and City Manager Malinen would continue to review <br /> potential dates; and noted the timing needed for staff to provide that meeting in- <br /> formation notice to the public. <br /> Councilmember Johnson recognized how respectful both sides had been on this <br /> issue; and expressed confidence that it would continue; opining that ninety (90) <br /> minutes should suffice. <br />
