Regular City Council Meeting <br /> Monday,July 18, 2011 <br /> Page 20 <br /> plan; and questioned how much of this change has been weighted to the public <br /> versus private business. <br /> Mr. Lamb advised that he felt strongly that this Regulating Plan as presented to- <br /> night provided very specific public connectivity and public access from private <br /> parcels from all directions; and it was the attempt to define more flexibility with <br /> delivery than drawing a hard line. Mr. Lamb noted minimum 25' setback re- <br /> quirements and rights-of-way issues; while allowing that all access points be <br /> maintained as public access, and those connections clearly identified and defined. <br /> Mayor Roe sought clarification in reviewing the Map and definitions, of connec- <br /> tions from public rights-of-way or street through private properties; not just as de- <br /> scribed from a particular private property,but through a public point to the park. <br /> Mr. Lamb referenced page 7 as the attempt to indicate those required connections. <br /> Councilmember Pust questioned where it was defined that a greenway was re- <br /> quired, or simply a visible connection point drawing the public in; and while re- <br /> cognizing that descriptions were limited; she couldn't see how the City could re- <br /> gulate a developer from an intent different from that of the City in retaining that <br /> green space and public connection. Councilmember Pust used the outdoor market <br /> area at the recently-renovated Rainbow Foods at the corner of Larpenteur and <br /> Fernwood Avenues as an example of a potential development and use of a struc- <br /> ture and public connection on an asphalt parking lot, yet accessible for the public. <br /> Councilmember Pust opined that her overall concern is that it feels like the City <br /> has compromised so much and why bother if everything is going to be flexible, as <br /> long as a fence screened the property; and questioned why a plan was needed and <br /> what was actually changed. <br /> Mr. Lamb noted page 7 of the RCA defined public connections and the relation- <br /> ship of build-to areas and public connections being addressed by the Regulating <br /> Plan; suggesting that physical form is defined by buildings in public space; once <br /> that public connection is provided. <br /> Councilmember Pust questioned, however if that public connection had to be <br /> green. <br /> Mr. Lamb advised that specifications by the City anticipated that it would be <br /> green, landscaped, with trees planted; however, greenway was a broad term and <br /> would need to be worked out during the landscape process. <br /> Mr. Paschke advised that it was envisioned that the Parks and Recreation would <br /> determine what the connection should be with the plan created by staff for path- <br /> way connections; type of pathway construction; trees; landscaping; and how that <br /> corridor connection was determined. <br />
