<br /> 18 A RESOLUTION ADOPTING THE TWIN LAKES SUB-AREA 1
<br /> 19 REGULATING PLAN

<br /> 22 WHEREAS,the City of Roseville has the authority, pursuant to the Municipal Planning
<br /> 23 Act(Minn. Stat. § 462.351-462.365), to conduct and implement municipal planning; and
<br /> 24
<br /> 25 WHEREAS,the City of Roseville has the authority, pursuant to Minn. Stat. § 462.353,
<br /> 26 Subd. 1,to carry on comprehensive municipal planning activities to guide future development
<br /> 27 and improvement of the City,to adopt and amend a comprehensive plan, and to implement the
<br /> 28 plan by ordinance and other actions authorized by the Municipal Planning Act; and

<br /> 30 WHEREAS,the City of Roseville has the authority pursuant to Minn. Stat. § 462.357,
<br /> 31 Subd. 1,for the purpose of promoting public health, safety,morals, and general welfare to
<br /> 32 regulate by ordinance,the location,height, width,bulk,type of foundation, number of stories,
<br /> 33 size of buildings and other structures,the percentage of lot which may be occupied,the size of
<br /> 34 yards and other open spaces,the density and distribution of population, the uses of buildings and
<br /> 35 structures for trade, industry,residence, recreation,public activities, or other purposes, and the
<br /> 36 uses of land for trade, industry,residence, recreation, agriculture, forestry, soil conservation,
<br /> 37 water supply conservation, conservation of shorelines, access to direct sunlight for solar energy
<br /> 38 systems, flood control or other purposes, and may establish standards and procedures regulating
<br /> 39 such uses; and

<br /> 41 WHEREAS, the City of Roseville has adopted a Comprehensive Plan which sets forth the
<br /> 42 policy for the regulation of land use and development in the City; and
<br /> 43
<br /> 44 WHEREAS,the City of Roseville has adopted the Roseville Zoning Ordinance which
<br /> 45 divides the City into districts and establishes regulations in regard to land and the buildings
<br /> 46 thereon; and
