Attachment E <br /> 47 <br /> 48 WHEREAS,the City adopted the Twin Lakes Urban Design Principles in 2007 to assist <br /> 49 with the redevelopment within Twin Lakes; and <br /> 50 <br /> 51 WHEREAS, Section 1005.07 of the Roseville Zoning Code establishes the Community <br /> 52 Mixed-Use (CMU)District; and <br /> 53 <br /> 54 WHEREAS, Section 1005.07 B provides for the creation of a Regulating Map and <br /> 55 Standards establishing development parameters within the District that replace the Twin Lakes <br /> 56 Urban Design Principles; and <br /> 57 <br /> 58 WHEREAS,the Twin Lakes Sub-Area 1 Regulating Map and Standards ("Regulating <br /> 59 Plan") have been prepared for Sub-Area 1 of the Twin Lakes Redevelopment Area; and <br /> 60 <br /> 61 WHEREAS,the Planning Division held a neighborhood meeting on May 25, 2011 to <br /> 62 elicit citizen input into the shaping of the Regulating Plan; and <br /> 63 <br /> 64 WHEREAS, on May 25, June 15, and July 5,2011,the Planning Division and the project <br /> 65 consultant met with property owners within Sub Area-1 to seek comments and input on the <br /> 66 proposed Regulating Plan; and <br /> 67 <br /> 68 WHEREAS, Public Hearings regarding the Regulating Plan,and amendment to Section <br /> 69 1005.07 of the Roseville City Code ("amendments")were held on June 15 and July 3, 2011, at <br /> 70 which meeting: <br /> 71 <br /> 72 a) the City Planner and Planning Division's consultant presented to the <br /> 73 Commissioners and the public the proposed Regulating Plan and amendments, <br /> 74 b) members of the public provided testimony and comment on the Regulating <br /> 75 Plan and amendments, <br /> 76 c) comments from property owners of property within the Twin Lakes Area were <br /> 77 received and considered, <br /> 78 d) correspondence from attorneys for property owners were received and <br /> 79 considered, <br /> 80 e) staff reports and documents containing various possible modifications to the <br /> 81 Regulating Plan and amendments, and other background information <br /> 82 pertaining to the Regulating Plan and amendments was received and <br /> 83 considered, and <br /> 84 f) deliberations pertaining to the testimony, correspondence, documents and <br /> 85 other information were conducted by the Commissioners; <br /> 86 <br /> 87 and <br /> 88 <br /> 89 WHEREAS, on July 3, 2011,the Planning Commission recommended approval of the <br /> 90 Regulating Plan and amendments as presented by the Planning Division and it consultant by a <br /> 91 vote of 4 in favor 1 opposed; and <br /> 92 <br />
