<br />7'-190 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />March 14, 1983 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, March 14, 1983, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Acting Mayor Johnson <br /> <br />and Councilmen Franke and Kehr (Mayor Demos arrived at 8:10 <br /> <br />p.m.) i and the following was absent: Councilman Curley. <br /> <br />Also present were James F. Andre, City Manager; Charles <br /> <br />Honchell, City Public Works Director; Doug Strong, City Public <br /> <br />Works Department; Robert Bell of Peterson, Bell & Converse, <br /> <br />City Attorney; and Peter S. Popovich of Peterson, Popovich, <br /> <br />Knutson & Flynn, City Bond Consultant. <br /> <br />ACTING MAYOR JOHNSON: Improvement P-82-23, County Road <br />C-2 from Rice Street to Western Avenue - an MSA street. <br /> <br />MR. ANDRE: We have the certificate of mailing and <br />affidavit of publication for this project on file. <br /> <br />MR. HONCHELL: This street is different from all of <br />those you've been listening to. It's not under the jurisdic- <br />tion of the County, as some of you may think. It's actually <br />under the jurisdiction of Roseville. We got this street back <br />some while ago from the County. The street is what's called <br />an MSA. Without going into a lot of detail, that means that <br />a certain amount of the money you spend for state gasoline <br />tax and car license plates - although it's only a small <br />amount - a certain amount does come back to the cities to be <br />used on Mhat they call collector roads, or roads where several <br />streets feed to more important streets, and then from there <br />they go to state trunk lines or county roads. In this case, <br />looking at the map, I see Virginia, Farrington, Matilda, <br />Galtier, Marion and Woodbridge - all of which, in one manner <br />or another, come up and join into County Road C-2. As such, <br />that qualifies to be on the state aid system. Indeed, in <br />years past, Roseville did have it put on the state aid system, <br />
