<br />petitions and said - what was it - 80% of the people voted <br />against it. That statement was untrue. When you took the <br />households who voted against it, the statement was totally un- <br />true. There was no vote taken at the Fairview School. A public <br />hearing is for the purpose of people expressing their opinions. <br />The Council then makes its decision based not only on that, but <br />the financial data that's provided to them and the other issues <br />of need, etc. We are not under the old-time (inaudible) form <br />of government. At a certain time every year, all the people <br />came and cast their votes. on all these things. We are under <br />a representative form of government, whereby the people elect <br />the representatives. I know some of you don't like (inaudible) <br />but again I would say that a Council is expected to make an <br />informed judgment. That's all I have to say. The hearing is <br />closed. I would like to point out that at the last meeting <br />there was a resolution for reconsideration - that's why we're <br />here tonight. If it is not the Council's desire to change the <br />action taken on March 14, no action is needed. If it is the <br />Council's desire then to retract that, then there will have to <br />be action taken at this meeting. <br /> <br />COUNCILMAN KEHR: At the first public hearing that we had <br />on this particular street, we had roughly 53% of the people <br />that were in favor of the street. I voted for it. Subsequently, <br />another petition was circulated. There again we had roughly <br />53% of the people that were opposed to it. We all have copies <br />of both petitions. I took the time to study both petitions <br />and I have found a lot of inaccuracies in both petitions. <br />Therefore, I took it upon myself to contact each and every <br />person that lives on Galtier Street - 33 of them - and I <br />polled them myself. There were several people that I did not <br />contact by phone - could not for some reason or other - so I <br />made a trip to their homes and asked them personally how they <br />felt about it. All I was interested in - are you for or <br />opposed? That's the thing that I recorded. Out of the 33 <br />homeowners - affected homeowners - and that includes each and <br />everyone - I come up with 12 who are in favor of the improve- <br />ment, which is 36.36%. Those that are opposed to this street <br />improvement program, there were 21 or 63.64%. I feel that <br />t~s poll that I personally took is an honest poll. That is <br />the finding that I had after polling the people on the street, <br />after reviewing both petitions. I wanted to make a fair <br />judgment in my decision. The only way that I felt that I <br />could do it was to poll the people personally, which I did. <br />All of you that live on Galtier, you will recall that I was <br />either at your home or contacted you by phone. My position <br />at this time is that we retract that order and that we go with <br />the majority. <br /> <br />COUNCILMAN JOHNSON: Since I started this trouble last <br />time by moving to reconsider - first of all I would like to <br />speak to Mr. Reis. I enjoyed your letter and I thank you for <br />sending it. If I lived on the street, I would totally agree <br />with everything you said because I would be in favor of <br /> <br />-11- <br />
