<br />been there since the road was dug up numerous times for various <br />things. Among other things, I'm a real estate appraiser and <br />I've been in quite a few of the homes in Roseville and I guess <br />I take issue with the fact that - I'd hate to see (inaudible) <br />in my business - values are going up. Our value is going down. <br />I'd like to see the increase in values through all of Roseville. <br />Last year my statistics show that the average house sale was <br />three percent less in 1982. I don't think that's a healthy <br />sign for our City. I like Roseville. The increase in value <br />doesn't necessarily mean that there's going to be an increase <br />in taxes. It just means that Roseville will continue to be a <br />better place to live in. I have a house listed for sale at <br />2736 Galtier. I hate to say how much money we spent in adver- <br />tising. It's priced fairly but yet it hasn't sold. I think <br />one of the problems - the reason it hasn't sold - is that it <br />isn't as beautiful a looking street as it is in the summer when <br />all of the trees are budded out, but it also would certainly <br />look more appealing if it had curb and gutter. Really that's <br />all I have to say except that I very strongly support the curb <br />and gutter proposal. <br /> <br />MAYOR DEMOS: Is there anyone else that wishes to be heard? <br />I would like to answer a couple of statements. Reference was <br />made to the numbers of people who have spoken against this <br />at the initial hearing. (Inaudible) was that one person spoke <br />in opposition at the initial hearing. Any statement which is <br />intended to imply that this Council voted that improvement <br />through in the face of overwhelming opposition is entirely <br />wrong. The second statement is - that highway gas tax isn't <br />for cities. It's for the State of Minnesota and state highways. <br />When Governor Perpich refers to the fact that highways would <br />not be built within communities (inaudible) he wasn't talking <br />about your street. He was talking about the Snelling Avenues <br />and other state highways. That statement has no relevance <br />whatsoever to this situation. To say that this is not a <br />permanent improvement (inaudible) far more permanent improve- <br />ment than what you have, which was built (inaudible). It <br />would put a proper base in. It would be a far more permanent <br />street, guaranteed for 20 years, and the average life is 30 <br />tcU 35. I would just like to make those statements because I <br />feel it is wrong to get up here and make false statements. <br />Another thing - the statement was made that people felt that <br />they were (inaudible) as was done at the hearing at Fairview <br />School. No vote was taken at the hearing at the Fairview <br />School. There were individuals who went around and got <br />petitions, where people indicated yes, no, etc. I want you to <br />know that I personally took those petitions - I took every <br />street and listed every house number and then I listed the <br />people from each house who had signed the petition. They had <br />one house, but I had five, six and seven people signing <br />petitions from a household. Many of those people who signed <br />those were minors. I didn't work at that haphazard - I did <br />it very systematically. People came in and presented these <br /> <br />-10- <br />
