<br />C. In accordance with the provisions of Ule Act, the <br />City Council has consulted with the Planning commission and the <br />members of the Board of commissioners of Ramsey County and the <br />School Boards of Independent School District Nos. 621 and 623 <br />were given an opportunity to meet with the City Council on <br />May 9, 1983; <br /> <br />D. A public hearing was duly held on said proposal <br />on May 9, 1983 in accordance with the provisions of the Act; <br /> <br />NOW THEREFORE, BE IT RESOLVED, by the City Council of . <br />the City of Roseville as follows: <br /> <br />1. Development Program. The development program as <br />set forth in the report entitled "City of Roseville Redevelop- <br />ment and Tax Increment Financing Plan" dated July, 1982, and <br />"Redevelopment and Tax Increment Financing Plan Appendix Report <br />and in the report entitled "City of Roseville Redevelopment and <br />Tax Increment Financing Plan Amendment Number One" dated <br />March , 1983 (collectively, the "Plan") a copy of which <br />is on file in the office of the City Manager, is approved and <br />adopted as the Development Program for Development District No. <br />1. <br /> <br />3. Tax Increment Financing Plan. The tax increment <br />financing plan as set forth in the Plan is approved and adopted <br />as the Tax Increment Financing Plan for Development District <br />No. 1 and Redevelopment District Nos. 1 and 2, and the City <br />Council makes the following findings: <br /> <br />(a) Redevelopment District No. 1 is a redevelopment <br />district as defined in Minnesota Statutes, Section 273.73, the <br />specific basis for such determination being: <br /> <br />(i) Redevelopment District No. 1 consists <br />of 37 parcels, the geographic area of which is <br />legally described in Exhibit B. Thirty-six of the <br />37 parcels (97%) are occupied by buildings (70% <br />required by the Act; <br /> <br />(ii) Eight of the 36 buildings {22%} have <br />been inspected by the city's Chief Code Enforce- <br />ment Officer according to the Structural Soundness <br />Matrix contained in the Redevelopment and Tax <br />Increment Financing Plan Appendix Report and found <br />to be structurally substandard, (at least 20% <br />required by the Act); and <br />
