<br />RESOLUTION NO. 7505 <br />-2- <br /> <br />The needs of the nonmotorized public in Roseville are not being fully <br />met by existing facilities, especially with regard to nonrecreational <br />uses. Therefore, additional facilities are needed. <br /> <br />The routes recommended herein, as well as all accompanying policy <br />recommendations, are intended to constitute a plan to guide the <br />City in its approach to the problem of meeting identified, unmet <br />needs. The decision to implement any project rests with the sound <br />discretion of the City Council, as it considers the various demands <br />placed upon the City's fiscal resources. <br /> <br />The goal of establishing nonmotorized pathways is to reduce conflicts <br />between transportation modes, such as between motorized traffic and <br />cyclists, between motorized traffic and pedestrians, and between <br />cyclists and pedestrians. <br /> <br />WAYS TO MEET NEEDS <br /> <br />The best way to meet the needs of destination-bound skilled cyclists <br />is through the implementation of on-road pathways. <br /> <br />The best way to meet the needs of pedestrians, and juvenile and unskilled <br />cyclists, is through the implementation of off-road pathways. <br /> <br />In high volume nonmotorized traffic areas, such as parks, it is preferable <br />to separate cycles and pedestrians. <br /> <br />ROUTE SELECTION <br /> <br />When selecting routes for potential nonmotorized pathways, the City <br />should select routes which, <br /> <br />1) are generally located along major streets, <br /> <br />2) maximize the number of destinations served, and <br /> <br />3) tend to establish continuity of nonmotorized pathways <br />in the City, especially with regard to meeting the needs <br />of skilled cyclists. <br /> <br />Routes along which nonmotorized pathways would be appropriate have <br />been identified on the map, identified as "Exhibit A - Official <br />Nonmotorized Pathway System." <br /> <br />ESTABLISHING PRIORITIES <br /> <br />When determining which nonmotorized pathways needs should be met, the <br />City should give unbiased consideration to the needs of pedestrians, <br />unskilled cyclists and skilled cyclists. <br />
