<br />RESOLUTION NO. 7505 <br />-3- <br /> <br />The City should implement nonmotorized pathways In the following <br />situations: <br /> <br />1) There is a high probability of conflict between transportation <br />modes. <br /> <br />2) Safety considerations warrant the project. <br /> <br />3) High use can be anticipated. Prior to authorizing large <br />capital expenditures, the City should take appropriate <br />steps to obtain information regarding potential users to <br />aid in gauging anticipated use. <br /> <br />4) Funds are available. <br /> <br />The City should meet the on-road pathway needs associated with skilled <br />cyclists' needs to travel the length of the City on an east-west and <br />north-south basis. <br /> <br />The City should meet the off-road pathway needs associated with non- <br />motorized travel to schools, recreational facilities (especially Central <br />Park, Gibbs Farm Museum, and Roseville Branch Ramsey County Library), <br />and the following shopping areas: Har Mar, Rosedale, Hamline Center, <br />and Lexington Plaza. <br /> <br />When determining priorities for meeting needs, the City should base <br />its decisions upon estimates of relative cost-benefit. <br /> <br />The City should ensure that all planned roadway construction involving <br />recommended routes includes provision for nonmotorized pathways. <br /> <br />The City should implement off-road pathways along routes with high <br />traffic volume and high anticipated use. <br /> <br />FACILITY DESIGN <br /> <br />The design and construction criteria for on-road and off-road pathways <br />should not necessarily conform to state standards for bike paths. <br />Rather, nonmotorized pathways should be designed to minimize environ- <br />mental impacts and maximum safety. <br /> <br />On-raod pathways should be free from parking. <br /> <br />Generally, off-road pathways should be developed on one side of the <br />street only. Such development on both sides of the street should be <br />considered where safety or other unique circumstances so indicate. <br />
