RESOLUTION NO. 7505 -4- Where on-road pathways are developed, they should be developed on both sides of the street. COMMUNITY INPUT On those routes which are located on boundaries with other communities, Roseville should negotiate with the adjacent co~~unity to meet the pathway needs along that route. When considering the implementation of nonmotorized pathvvays, the City should attempt to secure the cooperation or agreement of affected prop- erty owners. FINANCING DEVELOPMENT AND MAINTENANCE The general public benefits from the development of nonmotorized path- ways. The City should take this benefit into consideration when deciding how to finance development costs. Because the general public benefits from the development of nonmotorized pathways, the costs to maintain such pathways should be the City's responsibility, and should be financed from other than special assessments. Given the public investment in the development of off-road pathways, the City should reasonably maintain such facilities, including snow removal whenever feasible, to permit year-round use, thereby maximizing the benefits of the facilities. In commercial-industrial areas, the City should vigorously pursue mandatory and/or voluntary private funding for development and/or maintenance of nonmotorized pathways. DEFINITIONS Nonmotorized Pathway - On-road and off-road pathways that are used for functional and recreational trips. Off-road Pathway - A pathway physically separate from the pavement utilized by motorized traffic or on right-of-way off the traveled way. On-road Pathway - An on-the-street facility marked separately from vehicular traffic. Major Street - A state, county, MSA, or other similar roadway. Skilled Cyclist - A cyclist who knows and understands applicable rules and can ride a bicycle under control. Unskilled Cyclist - All others.
