<br />RESOLUTION NO. 7505 <br />-4- <br /> <br />Where on-road pathways are developed, they should be developed on <br />both sides of the street. <br /> <br />COMMUNITY INPUT <br /> <br />On those routes which are located on boundaries with other communities, <br />Roseville should negotiate with the adjacent co~~unity to meet the <br />pathway needs along that route. <br /> <br />When considering the implementation of nonmotorized pathvvays, the City <br />should attempt to secure the cooperation or agreement of affected prop- <br />erty owners. <br /> <br />FINANCING DEVELOPMENT AND MAINTENANCE <br /> <br />The general public benefits from the development of nonmotorized path- <br />ways. The City should take this benefit into consideration when <br />deciding how to finance development costs. <br /> <br />Because the general public benefits from the development of nonmotorized <br />pathways, the costs to maintain such pathways should be the City's <br />responsibility, and should be financed from other than special assessments. <br /> <br />Given the public investment in the development of off-road pathways, the <br />City should reasonably maintain such facilities, including snow removal <br />whenever feasible, to permit year-round use, thereby maximizing the <br />benefits of the facilities. <br /> <br />In commercial-industrial areas, the City should vigorously pursue mandatory <br />and/or voluntary private funding for development and/or maintenance of <br />nonmotorized pathways. <br /> <br />DEFINITIONS <br /> <br />Nonmotorized Pathway - On-road and off-road pathways that are used for <br />functional and recreational trips. <br /> <br />Off-road Pathway - A pathway physically separate from the pavement <br />utilized by motorized traffic or on right-of-way off the <br />traveled way. <br /> <br />On-road Pathway - An on-the-street facility marked separately from <br />vehicular traffic. <br /> <br />Major Street - A state, county, MSA, or other similar roadway. <br /> <br />Skilled Cyclist - A cyclist who knows and understands applicable rules <br />and can ride a bicycle under control. <br /> <br />Unskilled Cyclist - All others. <br />
