Regular City Council Meeting <br /> Monday,July 25, 2011 <br /> Page 27 <br /> Mr. Miller advised that he would provide all due diligence for his portion of the <br /> documents. <br /> Mayor Roe asked for sufficient time in the August 8, 2011 agenda for discussion <br /> among Councilmembers and Department Heads, as well as for public comment. <br /> Councilmember Johnson respectfully requested that budget discussions not con- <br /> tinue at the end of agendas; expressing his preference for discussing budget items <br /> when he was fresher. <br /> Mayor Roe concurred; and asked that the documents be placed on the web, with a <br /> designated budget-dedicated page for easy access by the public. Mayor Roe also <br /> asked that staff provide as much public notice through various media sources as <br /> possible of the August 8, 2011 meeting to receive public comment on the budget. <br /> b. Discuss Draft Accessory Dwelling Unit Ordinance <br /> Community Development Director Patrick Trudgeon provided an update based on <br /> direction from the City Council at their May 23, 2011 meeting; with those revi- <br /> sions detailed in the RCA dated July 25, 2011. Mr. Trudgeon advised that the re- <br /> visions had been drafted in ordinance format for City Council review, with the <br /> main issue from that previous meeting addressed in Section 2.3 of page 1 of the <br /> RCA. Mr. Trudgeon noted that the ordinance was scheduled for a Public Hearing <br /> at the August 3, 2011 Planning Commission meeting. <br /> Councilmember Willmus noted that, when he first brought his concerns forward, <br /> it was not his intent and he wouldn't have a problem allowing ADU's in LDR-1 <br /> Districts regardless of lot size; and overall supported this direction. <br /> Councilmember McGehee expressed concern with identifying ADU's, with Mr. <br /> Trudgeon advising that `B" indicated detached, with "A" indicating attached <br /> units, that should serve to facilitate emergency response needs. Councilmember <br /> McGehee expressed further concern regarding the limited setbacks and potential <br /> clearance of snow form one property to a neighboring property; as well as height <br /> issues for rear yards when an additional story could be added that may impact a <br /> neighboring property. <br /> Mayor Roe concurred that rear and side yard setbacks needed further review by <br /> staff. <br /> Mr. Trudgeon clarified that the addresses would simply be "XXXX-A" or <br /> "XXXX-B) for postal service and emergency response clarity. Mayor Roe sug- <br /> gested ordinance language be clarified accordingly. <br />
