Roseville Human Rights Commission
July 12, 2011 Minutes
suggestions to focus the discussion on issues of importance to Roseville. Commissioner Brisbois
said she could identify some areas, but would like input from the Commission.
Commissioner McKenzie said she would like more information about what Project 515 is and how
it came about. She thought most people will not have heard about Project 515 and would need to
learn the basics.
Commissioners recommended including neighboring cities in the planning, in particular Shoreview,
St. Paul, Falcon Heights, Maplewood and Arden Hills.
Commissioners suggested distributing Project 515 brochures.
The Program Planners Committee will organize, looking at questions of fairness and how laws
affect people locally.
Planning for Community Dialogue
Commissioner Grefenberg noted that the HRC has sponsored "Creating a Welcoming Community"
dialogue for the past three years. He said the Program Planners Committee was interested in
working on the planning, and they did not necessarily need to follow the model used the past three
years, including having the consultant. He suggested reviewing the evaluations from last year's
dialogue debriefing which was included in the commission packet.
Commissioner Grefenberg said the Commission should decide if the HRC wants to do another
dialogue and, if so, how it should be organized. He suggested taking the dialogue to specific groups
or locations. He also recommended that last year's planning group be reconvened so the Program
Planning Committee could discuss how to proceed.
Commissioner McKenzie asked Commissioner Grefenberg to describe what he wanted the meeting
to be. She said the purpose of the dialogue had been to have an all- inclusive discussion about
making Roseville a welcoming community. She said that by taking it to one area, the HRC would
be excluding the rest of the city from the discussion.
Commissioner Grefenberg said he did not support using the format used in previous years, citing
dropping attendance.
Commissioner McKenzie asked about the timing of the forum. Grefenberg responded that the
Project 515 was scheduled in October and the two Civic Engagement activities, likely in September
and November.
Chair Singleton asked Carolyn Curti to set a meeting with the Dialogue planners before the HRC's
August meeting to discuss what they want to do, and to include the Program Planners Committee in
the meeting. There were no objections.
Youth Commissioner Report Rose Parade
